Managed Debt Collection Services
Notice Description
The establishment of a framework for Managed Debt Collection Services using a Managed Service Provider (MSP). The MSP will manage a panel of FCA regulated Debt Collection Agencies (DCAs) who have specialist capabilities in debt management. The DCAs offer desk based collection services to arrange repayment of outstanding debts. The MSPs will use data to create debt recovery strategies and monitor performance. The MSP will work directly with debt customers and ensure debt is collected sustainably and fairly, including identification and ethical treatment of vulnerable consumers. Envisaged scope of services: * Managed Service: The Supplier will provide comprehensive management of all debt collection activities via their own operations and/or via DCA subcontractors. * Optional Services: The Supplier may be required to offer access to additional services, including but not limited to: * Enforcement and Litigation * Auctioneer Services * Digital Self-Service Portals The confirmed scope of this framework will be determined as a result of the market and customer engagement.
Planning Information
GCA in conjunction with HMRC will be hosting an initial Pre Market Engagement session to share with the market the outline plans for the updated Managed Collection Services framework. This framework is being tendered on a standalone basis following the removal of the service from the Debt Resolution Services 2 framework which is currently in procurement. The session will give an overview of the requirements and invite feedback (commercially confidential where appropriate) to assist shaping the service offering from the most innovative solutions in the market to ensure maximum value for the nation throughout the life of the framework. The initial webinar will take place at 11am on 6 November 2025. Further sessions with interested parties and more in depth market engagement sessions will follow.
