Summary of the contracting process

The Government Commercial Agency intends to establish a managed debt collection services framework for public sector buyers. The service will use a managed service provider (MSP) to oversee a panel of Financial Conduct Authority-regulated debt collection agencies with specialist debt management capabilities. Agencies will provide desk-based collection services, arrange repayment of outstanding debts and use data to develop recovery strategies and monitor performance. The MSP will work with buyers to support sustainable and fair debt collection, including identifying and treating vulnerable consumers ethically. The potential scope also includes litigation, auctioneer services and international debt collection. This is a financial transaction and debt recovery service, with delivery across the United Kingdom, the Crown Dependencies and specified British Overseas Territories.

This procurement is at the planning stage: the buyer has announced its intention to procure and has not yet invited tenders. It is expected to use a single-lot framework agreement, with a future tender notice expected on 14 October 2026. The proposed contract period is 31 March 2027 to 30 March 2030, with a possible extension to 30 March 2031. The estimated value is £500 million excluding tax, or £600 million including tax, over the framework. Market engagement is scheduled through 30 September 2026, following initial and further sessions to help shape the final service scope. The framework is being procured separately from the Debt Resolution Services 2 framework, following removal of this service from that procurement.

This will suit established debt collection and managed service providers able to coordinate a panel of specialist agencies and manage delivery for multiple public sector buyers. Relevant strengths include FCA-regulated debt collection capability, desk-based recovery operations, data-led recovery strategy, performance monitoring and experience of collecting debts sustainably and fairly. Suppliers should be prepared to demonstrate effective identification and ethical treatment of vulnerable consumers. The scope may also favour organisations with direct or partner capability in litigation, auctioneer services and international debt collection. Smaller businesses are identified as suitable, so SMEs may participate directly or through a managed service, agency or specialist subcontracting model. Businesses can use the planning and engagement phase to understand and help shape the eventual requirements.

Envisaged scope of services: * Managed Service: The Supplier will provide comprehensive management of all debt collection activities via their own operations and/or subcontractors. * Optional Services: The Supplier may be required to offer access to additional services, including but not limited to: * Litigation * Auctioneer Services * International DCA Collections The confirmed scope of this framework will be determined as a result of the market and customer engagement.

Planning Information

GCA in conjunction with HMRC will be hosting an initial Pre Market Engagement session to share with the market the outline plans for the updated Managed Collection Services framework. This framework is being tendered on a standalone basis following the removal of the service from the Debt Resolution Services 2 framework which is currently in procurement. The session will give an overview of the requirements and invite feedback (commercially confidential where appropriate) to assist shaping the service offering from the most innovative solutions in the market to ensure maximum value for the nation throughout the life of the framework. The initial webinar will take place at 11am on 6 November 2025. Further sessions with interested parties and more in depth market engagement sessions will follow.
