Summary of the contracting process

The Government Commercial Agency intends to establish a UK-wide Managed Debt Collection Services framework for central government buyers, working with HMRC. The appointed managed service provider will manage debt collection through its own operations and/or subcontractors, using a panel of FCA-regulated debt collection agencies with specialist debt-management capabilities. Services will focus on desk-based collection and arranging repayment of outstanding debts. The provider will use data to develop debt-recovery strategies and monitor performance, while helping buyers collect debts sustainably and fairly, including identifying and treating vulnerable consumers ethically. Potential additional services include litigation, auctioneer services and international debt collection. Delivery may cover the UK, Crown Dependencies, British Overseas Territories and other listed overseas territories.

This procurement is at the planning stage: the buyer has stated an intention to procure and has not yet invited tenders. It is expected to use a competitive framework agreement, with one planned lot. The buyer’s current expectation is that the tender notice will be published on 15 October 2026. The planned contract period is from 31 March 2027 to 30 March 2030, with a possible extension to 30 March 2031; renewal is envisaged. The estimated value is £500 million excluding VAT, or £600 million including VAT, and is above the relevant threshold. The lot is marked as suitable for SMEs. The final service scope will be shaped through customer and market engagement, including an initial session and further discussions with interested suppliers.

This will suit managed-service providers, debt collection businesses and specialist financial services firms able to coordinate large-scale desk-based recovery operations. Strong candidates are likely to include FCA-regulated debt collection agencies, or providers with established access to a compliant panel of such agencies. Relevant capability includes designing data-led recovery strategies, performance monitoring, sustainable repayment arrangements and ethical treatment of vulnerable consumers. Providers offering litigation, auctioneer services or international debt collection may also be well placed if these services remain within the final scope. The framework is intended to accommodate subcontracting and is explicitly suitable for SMEs, so smaller specialist firms may prepare to participate directly or as delivery partners. Businesses should use the engagement period to test the proposed service model and demonstrate innovative, fair recovery approaches.

Envisaged scope of services: * Managed Service: The Supplier will provide comprehensive management of all debt collection activities via their own operations and/or subcontractors. * Optional Services: The Supplier may be required to offer access to additional services, including but not limited to: * Litigation * Auctioneer Services * International DCA Collections The confirmed scope of this framework will be determined as a result of the market and customer engagement.

Planning Information

GCA in conjunction with HMRC will be hosting an initial Pre Market Engagement session to share with the market the outline plans for the updated Managed Collection Services framework. This framework is being tendered on a standalone basis following the removal of the service from the Debt Resolution Services 2 framework which is currently in procurement. The session will give an overview of the requirements and invite feedback (commercially confidential where appropriate) to assist shaping the service offering from the most innovative solutions in the market to ensure maximum value for the nation throughout the life of the framework. The initial webinar will take place at 11am on 6 November 2025. Further sessions with interested parties and more in depth market engagement sessions will follow.
