Summary of the contracting process

Transport for Greater Manchester procured TravelSafe Support and Enforcement Officer services for the Bee Network. One lot was evaluated on cost at 40%, quality at 50% and social value at 10%; three valid bids were received. Churchill Contract Services was selected on 22 July 2026 at an awarded value of £71,000,000 excluding VAT, or £82,500,000 including VAT. The intended contract period was 1 September 2026 to 1 September 2033, with possible extensions to 1 September 2037. TfGM abandoned the procurement on 24 August 2026, before contract award, so no contract was made under this exercise.

This outcome indicates a substantial, multi-service security requirement combining 24/7 operational staffing, static guarding, event security, passenger and staff protection, revenue inspection and surveillance across a transport network. A credible future competitor would need the capacity to mobilise and manage a large, flexible workforce, maintain service continuity at varying deployment levels and coordinate closely with a transport authority’s operations team. Relevant experience in public transport security, revenue protection, enforcement support, guarding and high-risk events would be important. Suppliers should also be able to demonstrate strong service quality, customer-facing performance and practical social value delivery, since quality carried greater evaluation weight than cost and social value formed a separate part of the assessment. The requirement was suitable for SMEs, although all three final bidders were large organisations.

The role includes protection of revenue and performing revenue inspection activity on bus. The contractor would be required to supply high calibre, customer-centric personnel on a 24/7 basis, level of which will vary dependent on levels of service provision. It is expected that the awarded supplier will work closely, on a day-to-day basis, with the TfGM TravelSafe Operations Manager, this is designed to guide and inform TSEO taskings and deployments, use of relevant tactics and access wider partnership opportunities. The estimated total value for this contract was published at PS80,500,00 at tender notice stage.
