Summary of the contracting process

Herefordshire Council established a framework for highways and public realm schemes across Herefordshire. The requirement covers general civil engineering schemes, surfacing, surface dressing and other thin surface treatments, structures, traffic-signal improvement and maintenance, tree surveys and inspections, and tree works. It supports the Council’s mixed-economy approach to delivering its highways and public realm programme alongside its wider public realm service. The work is delivered in Herefordshire and spans both construction works and specialist services. The eight lots range from smaller general civils and structures projects to major surfacing schemes, as well as traffic systems, arboricultural surveys, inspections, tree clearance, cutting, maintenance and pruning. The framework is relevant to civil engineering, highways, road surfacing, structures, traffic-signal and arboricultural contractors.

The procurement has been awarded following an open procedure, with a closed framework allowing awards with or without reopening competition. Contracts were awarded on 1 April 2026 and signed on 15 June 2026, for 15 June 2026 to 14 June 2030. Lot 1, general civils below £500,000, was awarded to Cambrensis Civil Engineering, Octavius Infrastructure, Velta Construction, Owen Pell and M Group Highways; its value is £7.5m excluding VAT. Lot 2, general civils from £500,000 to £3m, went to Alun Griffiths, Montel Civil Engineering, Octavius Infrastructure, Fitzgerald Contractors and McPhillips, valued at £10m. Lot 3, surfacing, went to Tarmac Trading (£55m). Lot 4, surface treatments, went to Eurovia Infrastructure (£12.5m). Lot 5, structures, went to Velta, VolkerLaser, Owen Pell, McPhillips and Cambrensis (£10m). Lot 6 went to Telent (£2.5m); Lot 7 to AAT Tree Services, Treework Services and UA5 (£500,000); and Lot 8 to AAT, Chris Arnold Tree Surgery and R F Gardiner (£2m). All lots used 52% price, 36% quality and 12% social value evaluation.

This procurement demonstrates sustained demand from Herefordshire Council for highways, public realm and related specialist services, with opportunities ranging from SME-scale civil and structures projects to substantial surfacing and multi-supplier framework delivery. Credible future suppliers will need capability in the relevant discipline, whether civil engineering, road construction, surface dressing, structural works, traffic-signal installation and maintenance, or arboricultural surveying and tree operations. The framework attracted both SMEs and large contractors, showing that the Council’s requirements can suit businesses of different sizes. Suppliers should be able to evidence strong technical quality alongside competitive pricing, and demonstrate how their delivery will generate social value. Arboricultural providers will need suitable surveying, inspection, tree-maintenance and tree-work competence; highways contractors will need the capacity to deliver schemes across Herefordshire and, where appropriate, work within the framework’s competition arrangements.

Notice Description

As part of preparations for the New Public Realm Service Herefordshire Council wishes to procure a new Highways and Public Realm Schemes Framework. The new framework will be used for the delivery of highways and public realm schemes forming part of a mixed economy model approach for the Council and which will run alongside the new Public Realm Contract that will come into place on 1st June 2026. The estimated maximum total value of the contracts to be awarded across all Lots under during the Framework term is PS100,000,000 (excluding VAT). The estimated spend across individual Lots is included in the tender documents. There is no guarantee on the level of spend across any of the Lots and the estimated spend across individual Lots is subject to change during the lifetime of the framework.
