Summary of the contracting process

Ulster University has concluded a procurement process for the provision of Smoke Ventilation Maintenance Services and has decided to terminate the procedure as of 2 April 2026. The process, governed under Northern Irish devolved regulations, was initially set to engage a contractor for maintaining and repairing smoke ventilation systems across the university's buildings located in Coleraine, United Kingdom. The tender was part of an open procedure with a gross value of £1,385,066.46, aimed at ensuring fully operational systems throughout. Initially scheduled to end on 11 March 2026, the procurement's conditions of participation were not met, prompting a rethink and subsequent cancellation. Ulster University plans to retender these services shortly, encouraging relevant suppliers to participate in the new tender process in April 2026.

This procurement process offers a significant business opportunity for companies specialising in fire safety equipment and building maintenance. Given the focus on smoke ventilation systems, including installation and repair services, companies in the fire suppression and smoke-detection industries would find this tender particularly aligned with their expertise. Ulster University's active engagement in preliminary market assessments also hints at openness to innovative service provisions, which could provide an advantage to businesses proposing new technologies or comprehensive maintenance solutions. Opportunities for continued business growth are supported by options for contract renewals, extending beyond the initial four-year period depending on performance reviews, making this tender attractive for forward-thinking service providers. Small to medium enterprises are encouraged to express interest once the new tender notice is published.

Planning Information

The purpose of this Preliminary Market Engagement Notice (PME) and related Request for Information (RFI) is to invite potential Service Providers to express an interest and provide information to assist with the procurement and development of a specification for Smoke Ventilation Maintenance Services at Ulster University. The procurement route, duration and type of contract(s) shall be determined following this preliminary market consultation and engagement with market participants. It is this which will inform the University's strategy for this contract. It is important to note that this PME/RFI is not a call for competition, a pre-qualification questionnaire, part of any pre-qualification/selection process or a current tender opportunity. Potential providers will need to express an interest in any future tender opportunity once a Tender Notice is published.
