Summary of the contracting process

Ulster University, a prominent public authority under sub-central government as per Northern Irish devolved regulations, is currently in the planning stage of a procurement process for 'Smoke Ventilation Maintenance Services'. Located in Coleraine, United Kingdom, the procurement focuses on the services industry category. The call involves a Preliminary Market Engagement Notice and Request for Information, intending to enlist potential service providers for the maintenance and repair of smoke ventilation systems across the University’s premises. Key dates include a scheduled milestone due on 17th October 2025, with the contract period anticipated from 1st June 2026 to 31st May 2030, potentially extending to May 2034. The procurement method is yet to be determined following initial market consultations.

This tender offers a substantial business growth opportunity, particularly for small and medium-sized enterprises specialising in services related to fire suppression systems, smoke-extraction equipment, and other fire-prevention installation services. It invites companies with expertise in fire protection technology and building installation maintenance, preparing them to engage in a competitive procurement process. By participating in preliminary engagement activities such as the RFI exercise, businesses can gain insights into the University's requirements and better position themselves for future tenders. This initiative also opens doors for service providers to build a long-term partnership with Ulster University, potentially leading to renewed contracts and a stable customer relationship.

Notice Information

Notice Title

Smoke Ventilation Maintenance Services

Notice Description

Ulster University is seeking a contractor to maintain and repair the smoke ventilation systems in all premises and this contract will be designed to ensure this duty is fulfilled, and that fully functional and operational smoke ventilation systems are in place throughout. It will be the Service Provider's duty to carry out all maintenance as and when required and meet the compliances.

Planning Information

The purpose of this Preliminary Market Engagement Notice (PME) and related Request for Information (RFI) is to invite potential Service Providers to express an interest and provide information to assist with the procurement and development of a specification for Smoke Ventilation Maintenance Services at Ulster University. The procurement route, duration and type of contract(s) shall be determined following this preliminary market consultation and engagement with market participants. It is this which will inform the University's strategy for this contract. It is important to note that this PME/RFI is not a call for competition, a pre-qualification questionnaire, part of any pre-qualification/selection process or a current tender opportunity. Potential providers will need to express an interest in any future tender opportunity once a Tender Notice is published. This RFI is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in the RFI process, nor does it infer any preferential or special status on those individuals and organisations who express an interest in the RFI exercise. The RFI Questionnaire can be accessed by registering with eTendersNI (www.etendersni.gov.uk) and searching for the relevant CfT_6178499.
