Summary of the contracting process

NHS Business Services Authority procured secure bulk destruction and disposal of confidential waste across the United Kingdom. The service covers NHS prescriptions, patient medical records and waste cardboard, including collection, secure transport, storage or handling, records management, archive destruction, recycling and non-hazardous waste treatment. The requirement also includes suitable waste containers and bins. This is a public-sector healthcare waste and confidential-document destruction service, intended to ensure sensitive material is managed and destroyed securely while recovering or disposing of paper and cardboard appropriately. The buyer is a Special Health Authority and arm’s-length body of the Department of Health and Social Care. The procurement was a single requirement rather than separate geographic or service lots.

The procurement is complete and has been awarded to Shred-it Limited following an open procedure under the Procurement Act 2023. The award date was 7 July 2026 and the contract was signed on 5 August 2026. The contract runs from 5 August 2026 to 31 July 2030, with an option at the Authority’s discretion to extend it to 31 July 2032, giving a maximum six-year term. The estimated value was £198,000 excluding VAT (£237,600 including VAT); the recorded awarded and contract value is £0, reflecting a service provided at zero cost to the Authority. Evaluation used the most advantageous tender: technical quality 60%, social value 10% and commercial price 30%. Five bids were received and three reached the final stage.

This outcome indicates demand for a supplier able to manage sensitive healthcare records and prescription waste at national scale, alongside significant volumes of cardboard. A credible competitor would need secure collection, transport, storage and destruction arrangements, with robust chain-of-custody controls, records-management capability and suitable containers. It would also need reliable recycling and non-hazardous waste treatment routes, and the operational capacity to handle volumes that can rise or fall during the service period. Compliance with changing data-protection, environmental and health-and-safety requirements is important, as is alignment with BS EN 15713:2023 for secure destruction of confidential and sensitive material. The evaluation shows that technical delivery and social value matter alongside a commercially credible, zero-cost or revenue-supported service model.
