Summary of the contracting process

Reading Borough Council is actively pursuing a tender for the supply and maintenance of bus shelters, inclusive of advertising opportunities, within Reading, United Kingdom. This tender is structured as a concession, with the winning bidder assuming all financial and operational risks. The contract will allow the supplier to sell advertising space on both the bus shelters and freestanding digital units, subject to standard planning conditions. The procurement process follows an open procedure under the special regime for services, and significant dates include the tender period ending on 19th December 2025, with an award decision expected by 9th February 2026. The associated lot carries a gross value of £2,400,000 and spans the contract period from 23rd March 2026 to 22nd March 2041, with possible renewals extending up to 2044. Interested parties can provide electronic submissions in English through the designated online portal.

This tender opens lucrative business growth opportunities for companies specialising in advertising services, outdoor furniture installations, and digital display technologies. By offering both operational autonomy and the potential for substantial advertising revenue, the project appeals particularly to businesses experienced in managing digital media and outdoor advertising. Key competitors should ideally demonstrate expertise in handling large-scale street furniture projects and navigating planning permissions. The award criterion prioritises quality over price, with a 70% quality and 30% price weightage, incentivising bidders to showcase innovation and value addition that goes beyond the stipulated requirements. Hence, businesses adept at combining technical proficiency with creative advertising solutions will find this opportunity promising.
