Summary of the contracting process

Belfast Health & Social Care Trust, together with Northern Ireland’s other Health and Social Care Trusts, procured hospital water-treatment services. The requirement covers maintenance of reverse-osmosis equipment and polishing plants, maintenance of hot and cold water softeners, chemical and microbiological testing of reverse-osmosis water, and the supply of associated test kits, consumables and test soils for decontamination and renal equipment. It also includes the supply and delivery of salt for water softening. The Regional Business Services Organisation’s Procurement and Logistics Service managed the tender for the Trusts. Work is delivered across Northern Ireland, supporting hospital decontamination and renal services. The procurement is divided into four service areas: reverse-osmosis and polishing-plant maintenance; water-softener maintenance; water testing and consumables; and salt supply and delivery.

This open procedure has completed and contracts were awarded on 3 August 2026. The four lots were evaluated against mandatory compliance with the technical specification on a pass/fail basis, scored social value worth 10%, and price worth 90%. Lot 1, worth £8,851,155 gross (£7,514,777 excluding VAT), covers reverse-osmosis and polishing-plant maintenance. Lot 2, worth £2,680,877 gross (£2,237,709 excluding VAT), covers hot and cold water softeners. Lot 3, worth £2,944,184 gross (£2,453,486 excluding VAT), covers water testing and consumables. Lot 4, worth £6,915,568 gross (£5,194,629 excluding VAT), covers salt. Awards were made to Chemical Treatment Services (Ireland) Limited, Veolia Water Technologies and Theatre and Endoscopy Service Technicians Limited across the Trusts. Contracts run from 16 September 2026 to 30 September 2031, with extensions of up to 36 months available for lots 1, 3 and 4.

This procurement demonstrates recurring demand from Northern Ireland’s hospital network for specialist water-treatment support, testing and consumables. Relevant competitors would need practical capability in maintaining reverse-osmosis plants, polishing plants and water softeners, alongside reliable chemical and microbiological testing for decontamination and renal equipment. Suppliers should also be able to provide compliant testing consumables, test kits, test soils and dependable salt distribution. The requirement suits small and medium-sized enterprises and voluntary, community or social enterprises, so credible specialist firms do not necessarily need the scale of a major national contractor. Planning Information

This is a Pre Market Engagement Notice to seek engagement with the market place to ascertain how suppliers can assist in ensuring that HSCNI can ensure their Reverse Osmosis Plants, Polishing Plants, Hot and Cold Water Softener, Supply and Delivery of Salt for Water Softening, Reverse Osmosis water testing and provision of associated consumables/test kits/test soils for Decontamination and Renal Equipment. The deadline for PME responses is effectively maintained across all sites. To this end, BSO Procurement and Logistics Service PaLS wish to engage with potential suppliers on behalf of health and social care for Northern Ireland to obtain a market view of the potential requirements through a questionnaire. Any interested suppliers are required to submit their response through the eTendersNI secure messaging area of this CfT. All correspondence in relation to this tender will be communicated via the secure eTendersNI messaging area. Suppliers will be required to return answers to the questionnaire and any comments no later than 15:00 on Friday 05 December 2025. Suppliers should also note that any interest shown does not constitute a commitment to participate in any future tendering exercise
