Summary of the contracting process

South Norfolk Council is in the planning stage of a significant procurement process aimed at implementing a modern Management Information System (MIS) across its leisure centres. This project, identified under "Leisure Centre Management Information System (MIS) for Leisure Centres in South Norfolk," falls within the services category and is set to replace an existing legacy system to enhance operational efficiency and customer experience. The initiative is open for preliminary market engagement, with key dates including a deadline to request a meeting by 12 December 2025 and market engagement meetings beginning on 16 December 2025. Located in the United Kingdom, specifically within the East of England regions UKH15 and UKH14, the implementation is scheduled to commence around September 2026. The procurement will follow the Competitive Flexible Procedure as outlined by the Procurement Act 2023 and is scheduled to formally begin around 14 January 2026.

This procurement presents excellent opportunities for firms specialising in industry-specific software, business transaction software, computer systems, consultancy services, or sports facilities operation services. With a contract value of up to £600,000 and an anticipated term of five years, businesses that can provide a scalable, adaptable, and secure MIS solution will find this opportunity particularly appealing. Small and medium-sized enterprises (SMEs) are especially encouraged to express interest, as the procurement explicitly indicates suitability for such entities. The successful vendor will be expected to integrate the MIS with existing financial, marketing, and operational platforms, making it an ideal opportunity for companies capable of delivering comprehensive and flexible IT solutions in the leisure sector.
