Summary of the contracting process

Kent County Council, through Procurement Services, is establishing a framework for uniforms, workwear, personal protective equipment (PPE) and related products and services for public sector customers. Uniform supply covers general workwear and corporate clothing, emergency services, healthcare and education uniforms, including customised and sustainable garments. PPE includes respiratory, head, eye, hearing, hand, body and foot protection, and fall-protection equipment. Related services include branding, alterations, repairs, laundry and decontamination, stock management, logistics, distribution and recycling. The framework is intended for eligible public sector organisations across the United Kingdom, British Overseas Territories and Crown Dependencies. It is divided into two lots: uniform items and PPE items.

The buyer invited offers through an open procedure for a framework agreement. The deadline for clarification questions was 21 October 2026 at 17:00; bids were due by 5 November 2026 at 17:00. The framework period is 22 January 2027 to 21 January 2031. The estimated value is £60 million for uniforms and £40 million for PPE, excluding VAT; the stated combined procurement estimate is £100 million excluding VAT. Evaluation in each lot weights quality at 60%, price at 30% and social value at 10%. Customers may place call-off contracts by direct award, rapid request for quote or further competition, in accordance with the framework rules. A successful supplier pays a fee of 1% of the award value.

The opportunity suits manufacturers, distributors and service providers able to supply broad product ranges and support public sector customers across multiple sites. Uniform suppliers may serve corporate, emergency service, healthcare and education sectors, with capacity for custom branding, tailoring, stockholding, demand planning, varied ordering and direct-to-employee or urgent delivery. PPE suppliers need suitable protective equipment across respiratory, head, eye, hearing, hand, body, foot and fall-protection categories; fitting support and safe, compliant repair services are relevant. Both lots include opportunities for laundry, specialist decontamination, logistics, recycling and sustainable product sourcing. Small and medium-sized businesses and voluntary, community and social enterprises are explicitly identified as suitable for the uniform lot; the PPE lot is identified as suitable for voluntary, community and social enterprises.
