Summary of the contracting process

The Ministry of Housing, Communities & Local Government is initiating a tender for the "Delivery of the Network for Neighbourhoods," a key component of the Pride in Place Programme (PiPP). This programme is designed to support regeneration, civic participation, and community leadership across 284 places in the UK. The current stage is planning, with a focus on engaging potential partners through a Preliminary Market Engagement (PME) document. Interested parties must respond to the PME questions by 5 pm on 5th March 2026. The procurement process is centred around services, with the main categories being architectural, construction, engineering, IT, community services, business services, and training. The contract period is set from 1st September 2026 to 31st August 2029, involving a substantial budget valued at £9,950,000 GBP excluding VAT.

This tender offers significant business growth opportunities for organisations specialising in services such as community engagement, digital solutions, and capacity building. The tender is particularly suitable for SMEs and VCSEs, given its focus on bespoke advice, community leadership support, and peer learning initiatives. Businesses positioned to provide consulting, software development, leadership training, and community organisational support will find this tender promising, as it seeks external delivery partners for these services. By aligning with the governing visions of Neighbourhood Boards, companies can enhance their profile and leverage additional funding to create a multiplier effect, further amplifying their business impact within the community. The collaboration with MHCLG's Communities Delivery Unit also offers businesses the chance to integrate into wider government networks, driving comprehensive societal change.

Notice Title

Delivery of the Network for Neighbourhoods, part of the Pride in Place Programme

Notice Description

The 'Network for Neighbourhoods' (Network) is intended to build capacity and facilitate peer learning within MHCLG's flagship Pride in Place Programme (PiPP). PiPP is investing in 284 places across the UK to support regeneration, civic participation, and community leadership. The local delivery model for PiPP centres the power of local people and partnerships, bringing together residents, the local MP, councils, businesses, and community organisations to produce a clear vision for their area through the establishment of a Neighbourhood Board. The Neighbourhood Board is responsible for producing the 10-year vision for a place, supported by interventions which are set out in their Plan. Neighbourhoods will decide how to prioritise funding, based on extensive community engagement. The Network is being developed as part of the support offer for Neighbourhood Boards and community leaders (as the end customer/user), aiming to build lasting community capacity and support inclusive, locally-led change. This will be in addition to the support already in place from MHCLG's Communities Delivery Unit, which provides a designated 'point person' to each place who provides direct ongoing support, helps places to interpret guidance, and builds connections into government. The Network aims will be to: * Provide Neighbourhood Boards with access to bespoke advice and guidance to support community-led regeneration * Enable strong community leadership, facilitating identification of current and future leaders, and equipping them with the skills, tools and confidence to drive change through inclusive engagement and effective community organising * Support peer learning and share good practice, including through events and a new digital platform * Amplify opportunities to 'crowd in' funders to create a multiplier effect by drawing in additional funding MHCLG are considering options to work with external delivery partners to deliver the first three aims, i.e.: * bespoke advice and guidance to support community-led regeneration; * supporting strong community leadership and engagement through capacity building activities; and * facilitating a network of good practice and peer learning, including through digital solutions. Further details on the proposed requirements and scope will be included in the Pre-Market Engagement document available via email request (commercialtenders@communities.gov.uk)
