Summary of the contracting process

The Ministry of Housing, Communities & Local Government is in the planning stage of a tender process for the "Delivery of the Network for Neighbourhoods" project. This procurement is categorised primarily under services such as architectural, construction, and engineering; IT services; community provision services; business services; and training services. The project is intended to empower local Neighbourhood Boards and community leaders towards inclusive community-led changes across the United Kingdom. The planning document was published on 21st May 2026, with the procurement process expected to commence with a tender released on 1st July 2026. The proposed contract period is from 1st October 2026 to 30th September 2029, with an optional extension up to September 2031, for a contract value of approximately £12.03 million exclusive of VAT, applied through a competitive flexible procedure.

This tender offers considerable opportunities for both SME and VCSE organisations interested in community development, training, and IT services. Enterprises specializing in community engagement, leadership training, digital platform creation, and service delivery could greatly benefit from such a project. It provides an advantageous platform for businesses looking to enhance their portfolios by engaging in worthwhile community regeneration projects. The initiative not only allows these businesses to grow but also to contribute positively to community resilience and leadership development, amplifying opportunities by potentially drawing additional funding into targeted neighbourhoods. This tender could serve as a growth catalyst for firms willing to innovate in community-led environmental and social regeneration efforts.

Notice Title

Delivery of the Network for Neighbourhoods

Notice Description

The Network is being developed as part of the support offer for Neighbourhood Boards and community leaders (as the end customer/user), aiming to build lasting community capacity and support inclusive, locally-led change. The Network aims will be to: - Provide Neighbourhood Boards with access to bespoke advice and guidance to support community-led regeneration - Enable strong community leadership, facilitating identification of current and future leaders, and equipping them with the skills, tools and confidence to drive change through inclusive engagement and effective community organising - Support peer learning and share good practice, including through events and a new digital platform MHCLG requires a supplier to create and manage the Network, delivering a flexible programme of support and peer learning opportunities for Pride in Place Programme (PiPP) areas. The contract is anticipated to be for an estimated value of PS12.03M excl. VAT over an initial period of 3 years, with possible MHCLG extension options of up to 2 further years (subject to need and funding). We anticipate this will include a coherent package and 'one stop shop' for PiPP places to access support. Please note that the estimated procurement and contract dates, and the estimated contract value, have been updated and now supersede those set out in the earlier UK2 Preliminary Market Engagement Notice. All timings and values remain indicative.
