Summary of the contracting process

The procurement process for the provision of the Holiday Activities and Food Programme, led by Hull City Council, has reached the award stage. Hull City Council serves as the buying organisation, with the programme aiming to deliver education and training services throughout Hull and the surrounding region (UKE11). The programme, procured in an open procedure, consists of two lots, with contracts starting on 21st July 2026 and running until 31st March 2029. The programme includes an optional extension for two additional twelve-month periods. The total estimated service value is £225,000 annually. Key dates include the contracting beginning in July 2026 and potential extensions that could extend the contracts to 2031.

This tender represents a significant opportunity for small and medium-sized enterprises (SMEs) specialising in educational, community health, and recreational services to showcase their capabilities and secure long-term partnerships. Businesses involved in delivering quality delivery methodologies, partnership working, and added social value are particularly well-suited to compete, especially those able to cater to specialist areas, such as SEND services in Lot 2, which addresses needs for children with special requirements. Moreover, organisations with previous experience or innovative approaches to holiday camp services and community sports within the educational sector are prime candidates to leverage this tender for expanding their market presence in public sector projects.
