Sheltered Housing Alarm Monitoring Service

Notice Description

Portsmouth City Council via its Social landlord identity - Portsmouth Homes, holds within its Local Authority Housing stock, approximately 1200 properties which provide Sheltered Accommodation to some of the city's most vulnerable residents, this stock is dispersed across multiple locations within the PO1 - PO9 postcode area. The purpose of Sheltered Housing provided by Portsmouth Homes, is to provide Accommodation and support where needed, allowing our residents to remain independent and safe in their homes for as long as possible. As part of this service provision, all residents receiving the Sheltered Housing service have the means to raise assistance via a hard wired (i.e not dispersed alarm) warden call system when needed - this assistance is primarily provided by Portsmouth City Council staff, with an Alarm Receiving Centre monitoring calls during a set period of time, or in the event that Portsmouth Homes staff cannot be reached, raising a response as per an agreed response protocol, and ensuring accurate and timely notification to Portsmouth Homes, of demand received. The nature of Sheltered Housing and Supported Housing in general, is evolving. It is important that any provision of an Alarm Receiving Centre/Monitoring Service has the ability and scope to provide a flexible service to meet the needs of our residents. Following completion of this Preliminary Market Engagement process, the Council is targeting to commence a formal procurement process following the Open Procedure via issue of a Tender Notice on 6th April 2026 with contract award to the successful bidder in June 2026.

We recognise the experience and innovation that suppliers can bring to these services. As such the Council would welcome your organisation's market information, which will be used to enable the service to draw up a high-quality specification that meets the needs of local authority housing and its residents. A questionnaire has been published on the InTend portal (https://in-tendhost.co.uk/portsmouthcc/aspx/home). We welcome any feedback from interested parties. Providers are encouraged to complete as many of the questions within the questionnaire as possible. Please return the PME questionnaire via the InTend portal by 19 March 2026. Portsmouth City Council reserve the right to hold further discussions with suppliers that can demonstrate relevant experience and capability
