Sheffield Hallam University is undertaking a Preliminary Market Consultation to inform a future procurement for a Campus Works Partner (CWP) to support the delivery of minor works and maintenance projects across the University estate. The University is considering appointing a single contractor under an NEC4 Framework Contract to deliver a programme of projects primarily valued below PS1m, with some projects between PS1m and PS3m, and flexibility to deliver selected projects up to PS5m (including contingency, excluding VAT). The framework is expected to operate for four years and will involve collaborative working with the University's Estates team and a separately appointed Programme and Project Support Partner (PSP) providing professional services.

Suppliers are invited to: Review the PME document. Submit clarification questions through the procurement portal. Participate in optional supplier engagement meetings. Provide feedback on the proposed CWP role and delivery model. Highlight any potential risks, opportunities, or market considerations. Supplier Meetings The University also intends to hold online supplier meetings via Microsoft Teams on either 9th or 10th April 2026 (date and time to be confirmed). These meetings will: Provide an overview of the proposed CWP role and requirements Allow suppliers to ask questions and provide feedback Help the University better understand market capability and delivery approaches Further details and invitations will be shared with suppliers who register their interest.
