Summary of the contracting process

Belfast City Council is in the planning stages for a tender titled "Pre-Market Engagement - Traffic Management Services," focusing on traffic management, hostile vehicle mitigation, and major event requirements. This initiative falls under the industry category of Traffic control services and includes Hostile Vehicle Mitigation (HVM) solutions, aligning with Martyn’s Law (Protect Duty) requirements. The Council, a public authority operating under Northern Irish devolved regulations, is located in Belfast, United Kingdom. The tender process has commenced with a Preliminary Market Engagement (PME), where suppliers are invited to participate and submit questionnaires by the 24th April 2026. The proposed three-lot structure aims to provide operational resilience and support for large-scale events, with the contract expected to start in November 2026 and potentially extending until October 2031.

This tender offers significant opportunities for businesses specialising in traffic management, security equipment, and event services. It is particularly suited for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) given the suitability criteria for participating lots. The contract encompasses planning, supply, installation, maintenance, and removal of traffic management systems and HVM equipment, with a focus on compliance with current legislation. Suppliers who can provide qualified operatives and adapt to varying scales of operations, including major events and routine activities, may find this tender particularly advantageous to grow their business and expand their market reach.
