Summary of the contracting process

Worcestershire Acute Hospitals NHS Trust is in the planning stage for a competitive flexible procurement process to re-procure outsourced ICT infrastructure management services. The procurement is designed to support various hospital operations and ensure high-quality patient care through effective digital systems. The Trust, which delivers services across Worcestershire and neighbouring areas from three main hospital sites, is looking to establish contracts that may span an initial period plus extensions up to ten years, with the transition period planned to commence on 30 April 2027. The procurement falls under the industry category of IT services, particularly focusing on consulting, software development, Internet, and support, and office machinery. Interested parties should note that pre-market engagement notices will be published around 8 April 2026.

This tender presents a substantial opportunity for businesses capable of delivering large-scale ICT infrastructure and management services, providing potential growth avenues through long-term collaboration with a significant NHS Trust. Companies across various sectors with a demonstrable capacity in IT services could benefit from pre-market engagement and associated opportunities. Given the scale and scope of services required, ranging from on-site operations across the Trust's locations in Hereford, Worcestershire, and Warwickshire to remote support, businesses that can offer innovative and reliable ICT solutions are well-suited to compete in this procurement process. The competitive flexible procedure allows for conditions of participation that could favour experienced organisations poised to meet the Trust’s specific needs.

Notice Title

Outsourced ICT Infrastructure Management and associated Services

Notice Description

Worcestershire Acute Hospitals NHS Trust provides a comprehensive range of acute and specialist hospital-based services to the patients of Worcestershire and bordering areas. Services are delivered from 3 main sites - the Alexandra Hospital in Redditch, Kidderminster Hospital and Treatment Centre, and Worcestershire Royal Hospital in Worcester - as well as some community-based services. The Trust employs over 8000 people and has a turnover of around PS750m. It provides a wide range of services to patients in Worcestershire and neighbouring areas including South Birmingham, Warwickshire, Shropshire, Herefordshire, Gloucestershire, and South Staffordshire. This results in a catchment population which varies between 420,000 and 800,000 depending on the service needed by our patients. High-quality, safe, and timely patient care is underpinned by reliable and effective digital and ICT services. These systems support clinicians and staff in delivering care, enabling efficient hospital operations, and helping to ensure that patients experience coordinated and responsive services. The Trust therefore relies on a range of ICT infrastructure and technology services to maintain continuity of care and support its clinical and operational objectives. This Pipeline notice relates to the re-procurement of certain outsourced ICT infrastructure management services for the Trust, including technical, consultancy and other services, in support of that aim. The services to be procured may vary from those currently being provided (including, potentially, managed print and other services) . Depending upon the particular service in question, the services will need to be provided both on-site - across the Trust's premises and any external data centre locations used by the Trust - and remotely. Maximum of 10 years (comprising an initial period and a number of extension periods) from conclusion of a transition period, which is anticipated to begin on 30 April 2027 and end on 31 May 2028 Intended Procedure: Competitive Flexible Procedure (with Conditions of Participation) Pre-Market Engagement: The Trust intends to enter into pre-market engagement with regard to this procurement opportunity. A pre-market engagement notice providing information about the intended pre-market engagement will be published in due course (estimated date to be on or around 8 April 2026). Without, in any way, restricting or limiting the Trust's freedom to set such Conditions of Participation (including as to technical capability and/or experience) as it so chooses, the Trust welcomes participation in the pre-market engagement by all suppliers with demonstrable capabilities in the provision of large scale outsourced ICT infrastructure management services, irrespective of the particular sector(s) into which a supplier might most frequently provide such services.
