SCAPE Defence and Complex Environments Framework
Notice Description
Following positive market feedback and strong interest expressed during engagement activities for SCAPE's next generation Construction Works and Services Framework, SCAPE is considering establishing a new framework for the provision of construction works and services within complex environments, including but not limited to the Defence sector, across England, Wales, Scotland and Northern Ireland. SCAPE will continue to undertake market engagement activities to inform the development of the framework ahead of submitting a Tender Notice. This notice is not an invitation for formal expressions of interest. The purpose of this notice is to provide details on SCAPE's pre-market engagement activities in support of the upcoming procurement of a Defence and Complex Environments Framework for construction works and services. This framework is envisaged to include the following Lots: Lot 1 - Lot capacity of PS500m for call-offs between PS0 to PS15m, UK wide. Lot 2 - Lot capacity of PS8bn for call-offs between PS10m to PS8bn, UK wide. SCAPE currently anticipates establishing a multi-party framework with six (6) suppliers (3 on each Lot). The annual turnover requirement for each supplier (including their Associated suppliers) is anticipated to be: Lot 1 - PS10m per annum. Lot 2 - PS150m per annum. SCAPE intends to design this framework to facilitate SME engagement via the successful bidder's supply chain and is also open to accepting bids from consortia or JVs of which SMEs may form a part. The common procurement vocabulary codes stated are deemed to include, for the avoidance of doubt and unless otherwise stated, the category and sub-category codes below the CPV codes stated, e.g. 45200000 Works for complete or part construction and civil engineering work is deemed to include 45210000 Building construction work and 45214000 Construction work for buildings relating to education and research.
Planning Information
Past Market Engagement: As part of the market engagement undertaken for SCAPE's next generation Construction Works and Services Framework, SCAPE engaged with a range of organisations, including both clients and contractors. Engagement activities commenced on 4 November 2024 and are continuing through to 25 September 2026. During these engagement activities, SCAPE received strong and consistent feedback regarding the procurement strategy and requirements associated with complex environments, including the Defence sector. Stakeholders indicated that a dedicated framework for construction works and services within complex environments, such as defence estates and other critical national infrastructure settings, would be more appropriate due to the specialist expertise, requirements and operational constraints associated with these environments. SCAPE has taken great care to ensure that participation in market engagement activities does not provide any organisation with an unfair advantage. All feedback received has been considered collectively and given equal weight in informing SCAPE's ongoing review and development of its procurement strategy.
