Summary of the contracting process

SCAPE Procure Limited is considering a UK-wide framework for construction works and related services in complex environments, including defence estates and other critical national infrastructure. The scope is expected to cover construction, repair and maintenance, property, architectural, construction, engineering and inspection services, IT support and consultancy, and associated business services. Delivery would take place across England, Wales, Scotland and Northern Ireland. The proposed framework is intended to support public sector construction requirements in operationally demanding settings, where specialist expertise, specific requirements and operational constraints are important. SCAPE is the buying organisation. The opportunity is structured as a multi-party framework and is expected to involve separate lots for lower- and higher-value call-offs.

This procurement is at planning and market-engagement stage; it is not an invitation to tender or a request for formal expressions of interest. SCAPE expects to publish a tender notice on 23 November 2026. Engagement began on 4 November 2024 and is planned to continue until 25 September 2026, with a market-awareness webinar scheduled for 15 September 2026; advance registration is required. The proposed framework has an estimated value of £8.5bn excluding VAT, or £10.2bn including VAT. Lot 1 is envisaged with £500m capacity for call-offs from £0 to £15m, UK-wide, and a contract period from 29 November 2027 to 28 November 2031, with renewal possible to 26 November 2032. The buyer anticipates six suppliers, three per lot.

This will suit construction contractors and specialist service providers with experience of complex, secure or operationally constrained environments, particularly defence estates and critical national infrastructure. SCAPE’s engagement indicates that specialist expertise and the ability to meet demanding operational requirements will be important. Lot 1 is intended to accommodate suppliers with anticipated annual turnover of £10m, including associated suppliers. The proposed higher-value lot is associated with an anticipated £150m annual turnover requirement. SCAPE intends to support SME participation through successful bidders’ supply chains and is open to bids from consortia or joint ventures in which SMEs may participate. Businesses should therefore prepare evidence of relevant construction or service capability, delivery capacity, and experience of working collaboratively in complex environments before the tender notice is issued.

Following positive market feedback and strong interest expressed during engagement activities for SCAPE's next generation Construction Works and Services Framework, SCAPE is considering establishing a new framework for the provision of construction works and services within complex environments, including but not limited to the Defence sector, across England, Wales, Scotland and Northern Ireland. SCAPE will continue to undertake market engagement activities to inform the development of the framework ahead of submitting a Tender Notice. This notice is not an invitation for formal expressions of interest. The purpose of this notice is to provide details on SCAPE's pre-market engagement activities in support of the upcoming procurement of a Defence and Complex Environments Framework for construction works and services. This framework is envisaged to include the following Lots: Lot 1 - Lot capacity of PS500m for call-offs between PS0 to PS15m, UK wide. Lot 2 - Lot capacity of PS8bn for call-offs between PS10m to PS8bn, UK wide. SCAPE currently anticipates establishing a multi-party framework with six (6) suppliers (3 on each Lot). The annual turnover requirement for each supplier (including their Associated suppliers) is anticipated to be: Lot 1 - PS10m per annum. Lot 2 - PS150m per annum. SCAPE intends to design this framework to facilitate SME engagement via the successful bidder's supply chain and is also open to accepting bids from consortia or JVs of which SMEs may form a part. The common procurement vocabulary codes stated are deemed to include, for the avoidance of doubt and unless otherwise stated, the category and sub-category codes below the CPV codes stated, e.g. 45200000 Works for complete or part construction and civil engineering work is deemed to include 45210000 Building construction work and 45214000 Construction work for buildings relating to education and research.

Past Market Engagement: As part of the market engagement undertaken for SCAPE's next generation Construction Works and Services Framework, SCAPE engaged with a range of organisations, including both clients and contractors. Engagement activities commenced on 4 November 2024 and are continuing through to 25 September 2026. During these engagement activities, SCAPE received strong and consistent feedback regarding the procurement strategy and requirements associated with complex environments, including the Defence sector. Stakeholders indicated that a dedicated framework for construction works and services within complex environments, such as defence estates and other critical national infrastructure settings, would be more appropriate due to the specialist expertise, requirements and operational constraints associated with these environments. SCAPE has taken great care to ensure that participation in market engagement activities does not provide any organisation with an unfair advantage. All feedback received has been considered collectively and given equal weight in informing SCAPE's ongoing review and development of its procurement strategy.
