Summary of the contracting process

The Home Office intends to procure a global tuberculosis screening service for UK Visas and Immigration. The service would support pre-entry TB screening for specified visa routes, covering the end-to-end journey from appointment availability and customer booking through clinical testing, result management and caseworker access to outcomes. Potential services include identity verification, customer records, payment and financial administration, management information, supplier and clinic management, performance monitoring, customer enquiries and complaints, digital platforms, systems integration, quality assurance, compliance, governance and service management. Delivery is expected internationally through approved screening locations in the UK and overseas. It is not yet an invitation to tender. The anticipated arrangement is one lot, with a contract period currently expected to run from 8 November 2027 to 7 November 2034. The buyer’s indicative date for a future notice is 30 June 2027. The market-engagement response date is 9 October 2026. The published value of £0 is expressly a placeholder and does not represent the expected contract value, which is still being finalised. Further scope and a supplier questionnaire will follow completion of the required non-disclosure agreement. The buyer may undertake further engagement, and the scope, structure, value and timings remain subject to change.

The requirement is likely to suit suppliers able to combine international healthcare delivery with strong operational, digital and administrative capability. Relevant organisations may include TB screening providers, medical laboratories, clinicians and pulmonary specialists, healthcare networks, clinic-management businesses, appointment and scheduling platform providers, data and systems-integration specialists, customer-service operators and financial administration providers. The buyer has indicated that small and medium-sized enterprises and voluntary, community or social enterprises may be suitable for the requirement. Suppliers should be prepared to demonstrate the ability to manage approved clinics across multiple countries, protect and transmit clinical results, maintain accurate customer identities and records, provide reliable reporting, oversee performance and quality, and support assurance, compliance and governance. The Home Office (HO) is the government department responsible for safeguarding the nation through border control, immigration, passport issuance, policing, fire services, counter-terrorism and drugs policies. UK Visas and Immigration (UKVI) plays an integral role in delivering this vision, managing millions of applications annually, enabling foreign nationals to visit, study, work or settle in the UK. As part of the evolution of existing services, UKVI pursues the transformation and modernisation of services in a manner that enhances customer experience and ensures accurate and efficient outcomes. One of the core services delivered by UKVI is pre-entry tuberculosis (TB) screening for specific visa routes. The Authority intends to procure a first-generation service to deliver TB screening globally and is seeking market input to inform the development of the delivery model, requirements, commercial strategy, and procurement approach. These may support all or part of the end-to-end TB screening journey, from appointment availability and customer booking through to clinical testing, result management, and caseworker access to screening outcomes. The service may also include elements of service management, assurance, operational oversight, customer support, digital enablement, management information, and financial administration. The Authority is considering a range of potential delivery models, including outsourced management services, healthcare-led models, regionally lotted arrangements, digital-enabled services, and hybrid delivery approaches. The anticipated core service areas are: * Appointment and capacity management * Customer booking and administration * Payment processing and financial administration * Identity verification and customer record management * Clinical TB screening services * Clinical result management and transmission * Management information and reporting * Supplier and clinic management * Service performance monitoring * Customer enquiry and complaints handling * Digital platforms and systems integration * Quality assurance and compliance activities * Governance, assurance, and service management functions Further details will be provided after a Non Disclosure Agreement has been signed and returned, in line with the process outlined in the engagement section below. Services are expected to be delivered internationally, supporting approved TB screening locations in and outside the United Kingdom. The content of this notice, including scope, structure, value and timelines, is indicative and subject to change. For the purposes of this Preliminary Market Engagement Notice, the estimated contract value has been listed as PS0. This figure does not reflect the expected final value of the contract. The actual estimated value is currently being finalised and will be shared at a later date.

Note: Any previous expressions of interest, Non Disclosure Agreement (NDA) or prior participation in market engagement related to similar requirements will not automatically carry forward and may need to be renewed. Previous participation will not result in automatic inclusion in this preliminary market engagement or any subsequent tender process. It is the Authority's intention to invite suppliers who express an interest in this engagement to complete an initial Supplier Questionnaire, subject to parties signing a Non Disclosure Agreement (NDA). Access and Complete the NDA Suppliers interested in participating in this preliminary market engagement should access the Non Disclosure Agreement (NDA) through the attachment section. Completion and return of the NDA via the Home Office eSourcing Portal is a mandatory requirement of participation. Further information will not be provided unless the NDA has been completed and signed in the required format. 3. Access to Further Information Suppliers who have returned a signed NDA via the Home Office eSourcing Portal will be provided with access to further information, which will include a Background Note outlining the indicative scope of services and a Supplier Questionnaire to complete. Suppliers will be unable to participate in preliminary market engagement activities without returning a signed NDA via the Home Office eSourcing Portal. Note: This preliminary market engagement is indicative only and does not constitute a commitment to proceed with a procurement. Suppliers will not be reimbursed for participation. The Authority reserves the right to undertake further market engagement activities.
