Summary of the contracting process

Leicestershire County Council, trading as ESPO, plans to establish a framework supplying public sector organisations with a broad range of building materials and related products. The range includes general building supplies and aggregates, paint and decorating products, kitchens and bathrooms, plumbing equipment, fencing, electrical items, tools and construction equipment. The procurement is principally for goods, rather than a building project or installation service. ESPO is a public sector-owned buying organisation that provides procurement services and framework access to public bodies. Deliveries are intended for locations across the United Kingdom. The wide product mix may be relevant to manufacturers, wholesalers and distributors serving construction, maintenance and property-related buyers, particularly suppliers able to cover one or more of the product categories described.

The process is at planning and ESPO is conducting preliminary market engagement ahead of a planned framework procurement; there is no invitation to tender yet. ESPO expects the framework to run from 21 July 2027 to 20 July 2029, with possible extension to 20 July 2031. Its estimated value is £25 million excluding VAT (£30 million including VAT). ESPO expects to publish a further notice by 1 February 2027. Suppliers can contribute to the Request for Information through the EastMidsTenders portal; the stated RFI response deadline is 20 November 2026 at 5pm. ESPO may seek clarification or discuss responses and may issue a second RFI. The framework is planned as a single lot and is marked suitable for SMEs. Evaluation criteria and the eventual procurement procedure have not yet been set out.

This early engagement is useful to suppliers considering a future public-sector framework for building supplies. The scope spans multiple product lines, so manufacturers, merchants and distributors with specialist ranges—or the capacity to supply a broad catalogue—may have relevant market insight to offer. Suppliers of building materials, aggregates, paint and decorating goods, kitchens, bathrooms, plumbing, fencing, electrical supplies, tools and construction equipment can use the RFI to explain their products and market capability to ESPO. SMEs are explicitly considered suitable for the planned single-lot framework. The buyer says suppliers will not be disadvantaged in the later procurement if they do not take part in this engagement, and an RFI response does not guarantee an invitation to any procurement. No specific accreditations, experience thresholds or capacity requirements are stated at this planning stage.

Planning Information

Suppliers are required to register and complete the relevant stages on the Central Digital Platform if they wish to participate in or bid for this framework. REQUEST FOR INFORMATION Engagement is being undertaken via a Request for Information (RFI) questionnaire, with details being captured on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI is 17:00 (5pm) on 20 November 2026. Suppliers wishing to participate in the engagement process must first express an interest as follows (the option to express an interest will remain open up until the Engagement deadline captured in this notice): (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract e.g., via https://procontract.due-north.com/Register); (c) Search for opportunity 12_27 (via "View Opportunities" from the EastMidsTenders Portal, or alternatively via searching on https://procontract.due-north.com/Opportunities/Index); d) Express an interest. Suppliers can then access all details on the RFI in the 'Messages' section via the 'Activity' dashboard, once an expression of interest has been registered. In case of any questions or clarifications, these should be submitted to ESPO as a message on the eProcurement Portal. ESPO may contact suppliers to seek clarification or understanding of the information provided in their RFI response or to discuss their RFI responses in further detail. A second RFI may also be issued if required. Potential bidders will not be prejudiced by any participation or failure to participate to this preliminary market engagement exercise and should note that a response to this preliminary market engagement exercise does not guarantee an invitation to participate in this or any future procurement that ESPO may conduct.
