Summary of the contracting process

Bristol City Council intends to procure the supply and maintenance of its Urban Traffic Management and Control (UTMC) software. The system controls the council’s intelligent transport equipment in Bristol. Its common database must connect with external systems to gather and share traffic and transport information from existing or new UTMC subsystems. This information is intended to help traffic managers develop integrated traffic and transport control strategies aligned with national and local transport policies. The requirement is for a working system that can manage the council’s existing and new traffic-control systems, supported by ongoing maintenance. The service will be delivered in Bristol and relates to specialist transport software and associated IT support.

The process is at the planning stage: the council has set out an intention to procure, but has not yet invited tenders. It expects the contract to start on 1 August 2027 and run to 31 July 2032, with an option to extend to 31 July 2036. The estimated value is £900,000 excluding VAT (£1,080,000 including VAT). The procurement is planned as a single lot, with small and medium-sized enterprises considered suitable. The council plans a virtual supplier information event on 15 October 2026 at 10am, following earlier market engagement in May 2026. The session is intended to explain the scope and proposed procurement and contracting approach, and to gather views on market capacity and capability. This is an engagement event, not a tender deadline.

The work is likely to suit suppliers with experience supplying and maintaining urban traffic management and control software, integrating databases with external systems, and supporting intelligent transport equipment. Firms will need the capability to collate and disseminate information across existing or new traffic and transport subsystems, and to provide a system ready to meet the requirements from the contract’s first day, with minimal disruption to Bristol’s transport network. This favours suppliers able to combine software delivery, systems integration and continuing technical support, rather than providers offering standalone software without operational maintenance. The council is looking to understand the market’s capacity and capability to deliver the scope, so interested suppliers can use its planned information event to learn about the requirements and proposed approach before the formal tender is issued.
