Summary of the contracting process

NHMF (NPC) Limited is appointing consultancy suppliers to two national frameworks for its members. The work covers stock condition surveys and asset reports; asset management advice, including maintenance reviews, procurement and contract management, estate mapping, environmental and ecological surveys, and software implementation and training; domestic and non-domestic energy performance certificates and energy advice; and PAS 2035:2019-compliant retrofit surveys, designs and specifications for housing. Retrofit support is intended to help clients pursue funding and work towards net zero carbon. Services are delivered across England, Wales, Scotland and Northern Ireland, with the frameworks able to operate in specific geographical regions. The frameworks are for registered social housing providers and other eligible public sector member organisations, including local authorities and housing management organisations.

The buyer invited tenders through an open procedure. The procurement is for two frameworks: one for direct-award call-offs and one for call-offs awarded through mini-competitions. There are eight lots, covering the four service areas under both award routes. The stated overall estimated value is £500 million excluding VAT (£576 million including VAT); individual lot values are published, and should be considered separately. The contract period is 1 December 2026 to 30 November 2030; one lot permits extension to 30 November 2034. The tender submission deadline was 26 October 2026 at 15:00 UTC, and enquiries were due by 16 October 2026 at 17:00 UK time. Evaluation for each lot weights quality at 50%, price at 40% and social value at 10%. Suppliers must account for a transaction levy of up to 1.5% of each call-off invoice.

The opportunity suits consultancy practices with housing-sector expertise in one or more of the four specialist areas; small and medium-sized enterprises are expressly considered suitable across the lots. Strong candidates will be able to survey housing stock and produce asset reports; develop asset strategies and review maintenance, procurement and contracts; provide energy assessment and advice; or design compliant retrofit programmes for varied housing types. Asset management work may also require environmental, ecological, tree and drone surveys, estate mapping, data validation, and implementation or training for asset-management software. Retrofit suppliers need capability to produce PAS 2035:2019-compliant surveys, designs and specifications. Bids are assessed on technical quality, customer service and IT-system functionality as well as price and social value; suppliers should be prepared to evidence their approach in method statements and potentially through interviews, presentations, site visits and system assessment. The frameworks support public and social housing clients nationwide.
