Summary of the contracting process

Hertfordshire County Council has commissioned council tax review services across Hertfordshire. The framework covers three areas of work: reviewing single-person discount claims; reviewing known and unknown empty properties; and other reviews relating to exemptions and discounts. The work is intended to support the council and participating district and borough councils in checking council tax discounts, exemptions and property records. It combines review services with related software, financial and insurance services, IT support and data services. The participating authorities are North Herts, Three Rivers, Broxbourne, East Herts, St Albans, Hertsmere, Stevenage, Welwyn Hatfield, Dacorum and Watford councils. Delivery is across Hertfordshire. The framework is open to those authorities, with contracts awarded under its terms without reopening competition.

The procurement is complete and the framework has been awarded. Liberate UK Limited was selected for single-person discount reviews; NEC Software Solutions UK Limited was selected for reviews of empty properties and other exemption and discount reviews. The award was made on 1 September 2026. The framework is valued at £800,000 excluding VAT (£960,000 including VAT). It runs from 1 October 2026 to 30 September 2028, with options to extend by two further one-year periods, to a maximum end date of 30 September 2030. Hertfordshire County Council used an open procedure to establish a framework with up to three participants, with call-off contracts awarded without further competition. For each lot, evaluation weighted quality at 60% and price at 40%; economic and technical selection criteria also applied. Two bids were received for each lot.

This award demonstrates demand for specialist council tax review services across Hertfordshire’s county and district authorities, spanning discount verification, checks on occupied and empty properties, and reviews of exemptions. Suppliers competing for similar work will need to combine effective review operations with the software, data handling and IT capability needed to identify and assess cases at scale. Financial and insurance services were also within the procurement’s scope. The buyer accepted bids from SMEs and voluntary, community and social enterprises, so smaller providers could be suitable where they can meet the economic and technical selection requirements and deliver reliable quality. The evaluation placed greater weight on quality than price, making a credible service model and evidence of delivery capability important alongside competitive pricing. Suppliers should be prepared to work within a multi-authority framework and its call-off arrangements.
