Summary of the contracting process

The Imperial College Healthcare NHS Trust has initiated a procurement process for an Integrated Pathology Hub and Laboratory Equipment Managed Service Partner. This project, currently in the planning stage, falls under the services industry category and focuses on pathology and diagnostic services. It is being conducted in collaboration with Chelsea and Westminster Hospital NHS Foundation Trust and The Hillingdon Hospital NHS Foundation Trust, under the North West London Pathology (NWLP) umbrella. Located in London, the aim is to address the limitations of the current laboratory hub and to plan for future growth and innovation. Key milestones include a due date of 16th July 2026 for suppliers to complete the Pre Market Engagement Briefing Pack, and plans for a contract operational term of 14 years beginning in 2031, with potential extensions. The procurement method involves a preliminary engagement to explore an Infrastructure-as-a-Service (IaaS) arrangement due to capital budget constraints.

This initiative offers lucrative opportunities for various businesses, especially those involved in pathology services, diagnostic equipment, laboratory infrastructure, and related services. It is particularly well-suited for equipment suppliers, property investors, service integrators, and SMEs capable of contributing innovative solutions to laboratory and infrastructure management. With a proposed volume-based pricing approach and risk-sharing partnerships, businesses that can provide premises, equipment, facilities management, and ancillary services will find this an attractive project to pursue. The emphasis on collaboration and innovation within the local life sciences community, coupled with a focus on creating off-balance-sheet solutions, makes this procurement a significant growth opportunity for companies in the healthcare and diagnostics sectors. Business entities interested in the tender should note the requirement to access Atamis mention contract reference C454074 for further engagement.

Notice Title

Integrated Pathology Hub and Laboratory Equipment Managed Service Partner

Notice Description

North West London Pathology (NWLP) - a partnership between Imperial College Healthcare NHS Trust, Chelsea and Westminster NHS Foundation Trust, and The Hillingdon Hospital NHS Foundation Trust - is initiating this Pre-Market Engagement (PME) to inform a potential procurement. NWLP's current laboratory hub space is poorly configured and not able to accommodate expected volume growth. NWLP is therefore seeking to engage with suppliers to inform a new kind of contracting model that could deliver an integrated, combined service. NWLP is considering an Infrastructure-as-a-Service (IaaS) arrangement. Due to the fact that NWLP does not have access to a significant capital budget, a primary objective is to develop an off-balance-sheet solution for both premises and laboratory equipment. NWLP is also keen to develop a partnership which can support future growth, innovation, research and efficiency. Key features of the commercial framework being explored include: Volume-Based Pricing: An entirely volume-based pricing approach (price-per-request) covering equipment, building, and maintenance costs. Risk and Reward Sharing: A partner to help NWLP expand and win new business while sharing the frustrations of recommissioning decisions. Proposed Duration: An initial operational term anticipated to be 14 years, with the potential for two 7-year extensions at the option of NWLP. The contract would likely encompass a comprehensive range of requirements, including: Provision of Premises: Securing, fitting out, and managing a hub facility that allows NWLP to participate in the local life sciences community. Laboratory Equipment: Provision of kit, including internal software, maintenance, and lifecycle replacement. Facilities Management: Hard FM, building lifecycle, and utilities. Ancillary Services: Potential inclusion of consumables, Soft FM, and LIMS/software interfaces. NWLP welcomes feedback from a broad range of market participants, including equipment suppliers, landlords, property investors, and potential service integrators. We are seeking frank and comprehensive feedback to help frame the requirement as constructively as possible while respecting the financial constraints we face. Note on SMEs: NWLP aims to reduce barriers for Small and Medium-sized Enterprises. SMEs are encouraged to seek opportunities to participate by joining the supply chains of larger equipment providers or service teams to contribute to the overall solution. Suppliers who are interested in this opportunity should complete the attached questionnaire and respond back by July 16th 2026.
