OS is a private limited company (company registration number 09121572), and the entire share capital is owned by the Department for Science, Innovation and Technology. Ordnance Survey (OS) is seeking to appoint a supplier to deliver facilitated leadership development services for its Senior Leadership Team (SLT), as part of a wider organisational transformation and delivery of its five-year business strategy. The requirement is to enhance senior leadership capability in areas including strategy execution, decision-making, accountability, and collective leadership. OS has established a leadership development strategy, leadership framework, and organisational principles, and has identified priority development needs through internal insight and engagement. The appointed Supplier will be required to provide an end-to-end leadership development service, including diagnostic activity, co-design of interventions, delivery of facilitated learning, evaluation of impact, and support for embedding learning into leadership practice. The scope of the contract includes the provision of leadership development interventions for up to 55 senior leaders, including the Executive Leadership Team and CEO. Delivery will consist of a blended approach, including full cohort sessions, smaller group interventions, and complementary development activities such as coaching and peer learning, aligned to OS's learning philosophy. The contract will be awarded for an initial term of three years, with the option to extend annually for up to a further two years (3+1+1), subject to performance and organisational need. The anticipated contract start date is December 2026. This opportunity is aimed at experienced providers with a proven track record of delivering leadership development programmes for senior leaders within complex organisations, with demonstrable evidence of achieving measurable behavioural and organisational outcomes. The estimated value of the contract including any possible extensions is PS500k. This figure represents the expected anticipated budget available for this contract and is provided for guidance only. Ordnance Survey (OS) does not guarantee any level of spend and makes no commitment to utilise the full value. OS is seeking to achieve best value for money, and suppliers are expected to propose solutions that demonstrate a clear balance of quality, impact, and cost. Due to the flexible and demand-led nature of the services, OS does not have a fixed or predetermined spend profile, and actual expenditure will depend on organisational requirements over the contract term. The final contract value will therefore be determined through the outcome of the procurement process and the delivery of services in accordance with the agreed contract.

"features": "Ordnance Survey is conducting this procurement using a two-stage Competitive Flexible Procedure pursuant to Section 20 of the Procurement Act 2023. The objective of the procurement is to identify and award a contract to the Bidder submitting the Most Advantageous Tender (MAT) that best meets Ordnance Survey's requirements. Stage 1 - Procurement Specific Questionnaire (PSQ) - Selection Stage Any organisation or consortium wishing to participate in this procurement must submit a completed PSQ response by the deadline specified in the Procurement Timetable. Bidders are required to complete all PSQ response documents and provide any additional information requested within the procurement documentation. PSQ submissions will be evaluated in accordance with the evaluation methodology set out in the procurement documentation. Following completion of the Stage 1 evaluation, the five highest-scoring compliant Bidders will be shortlisted and invited to participate in Stage 2 of the procurement process. Stage 2 - Invitation to Tender (ITT) The shortlisted Bidders will be invited to submit a tender in response to the ITT documentation. ITT submissions will be evaluated in accordance with the evaluation methodology and award criteria set out in the procurement documentation. Following completion of the ITT evaluation, Ordnance Survey intends to award the contract to the Bidder submitting the Most Advantageous Tender."

"riskDetails": "OS has identified the below risks that could jeopardise the contracts satisfactory performance: 1. There is a risk that changes in applicable legislation, regulation, government policy, public sector guidance, or organisational governance requirements may impact the required content, delivery approach, reporting obligations, or compliance requirements for the leadership training programme. Such changes may require modification to the contract to ensure the services remain compliant and fit for purpose. 2. There is a risk that market-wide shortages or constraints in the availability of suitably qualified leadership development facilitators, coaches, trainers, or subject matter experts may affect the supplier's ability to deliver the services within the required timescales or at the required scale. This may require adjustments to delivery schedules, delivery methods, or resourcing arrangements. 3. Where virtual or blended delivery is required, there is a risk that external technology, platform availability, accessibility requirements, cybersecurity incidents, or wider IT service disruption may affect the supplier's ability to deliver training as planned. This may require modification to the delivery approach, platform requirements, or technical arrangements."
