Transport for Wales (TfW) is seeking engagement from suitably qualified and experienced organisations to support the development of a future procurement requirement for a CCTV Estate Strategic Review, Risk Assessment and Investment Business Case. TfW operates a diverse CCTV estate across stations, depots, operational facilities and rolling stock throughout Wales and the Borders. The estate has evolved through multiple investment programmes, asset ownership arrangements, technologies and operating models. TfW is seeking independent market insight to help shape the future approach to understanding, managing and investing in this estate. This market engagement relates specifically to the development of requirements associated with: Phase 1: Strategic Review, Risk Assessment and Investment Business Case The anticipated scope of Phase 1 includes: * Establishing a strategic baseline understanding of the current CCTV estate. * Reviewing available asset information, governance arrangements and ownership models. * Understanding ownership, maintenance and support arrangements across the estate. * Assessing operational effectiveness and current estate capability. * Identifying coverage gaps, operational deficiencies and areas of risk exposure. * Undertaking a high-level review of cyber resilience, governance and compliance arrangements. * Evaluating future requirements and strategic objectives. * Developing investment options and future estate strategies. * Producing a prioritised investment roadmap and outline business case to support future decision-making. We want to understand: • What good looks like for a modern, integrated CCTV estate. • What should be included within Phase 1 and what may be more appropriately addressed in later phases. • The risks and barriers commonly encountered in programmes of this nature. • How TfW can move from “what we think we have” to “what we know we have”. • How future investment decisions can be supported through proportionate and evidence-based assessment methodologies.
