Summary of the contracting process

Procurement and Logistics Service (PaLS), on behalf of Health and Social Care Northern Ireland, is exploring a mobile data solution for the Northern Ireland Fire and Rescue Service. The requirement is expected to combine specialist software, compliance software, information systems, software development and data services with data-transmission equipment and firefighting, rescue, safety, command, control, communication and computer systems. The solution is intended to support fire and rescue operations in Northern Ireland. This is a technology-led public service requirement involving both digital systems and operational equipment, and may suit suppliers able to provide an integrated mobile data capability rather than a standalone software product or isolated hardware component.

This process is at the planning stage and is a second preliminary market engagement exercise, not an invitation to tender. PaLS is seeking suppliers’ views through a questionnaire available through eTendersNI, to help define potential future requirements. The buyer’s planned engagement period runs from 22 July 2026 to 19 August 2026, with clarifications to be issued by 12 August 2026. The stated value is £1 including VAT, which represents the published planning value rather than an established contract price. One planned lot covers the requirement, with an anticipated contract period from 22 July to 19 August 2026. Any interest or questionnaire response will not commit the supplier to a future tender.

The engagement will suit suppliers with experience in mobile data solutions for emergency services, particularly organisations combining field software, secure information systems, communications and operational equipment. Relevant capabilities include developing or integrating applications, managing data services and transmission, and supporting command-and-control environments used by fire, rescue and safety teams. Suppliers offering compliance-focused software, emergency-response technology, or a complete solution spanning hardware and software should be well placed to contribute a useful market view. This stage is particularly relevant to businesses that can explain available technologies, delivery models and practical requirements for Northern Ireland Fire and Rescue Service operations, and that want to help shape a possible future procurement rather than bid for a contract now.
