Summary of the contracting process

Notting Hill Genesis is planning a fire servicing framework for its housing operations across London and the South-East, with the potential for other contracting authorities to use it. The work is classified as fire-protection installation and maintenance, covering fire risk assessment actions and the maintenance, servicing and potentially installation of sprinklers, fire alarms, automatic opening vents, fire extinguishers, dry risers, wet risers, fire blankets and evacuation alarms. This procurement is at the planning and preliminary market-engagement stage; it is not an invitation to tender. Notting Hill Genesis expects to use a closed framework, with the procedure under the Procurement Act 2023, lot strategy, participation conditions and award criteria still being developed through supplier feedback. The estimated framework and call-off value is £35,440,000 excluding VAT, or £42,528,000 including VAT, without a guarantee that this amount will be called off. Expected annual call-off values are about £1 million for each general fire-servicing contract and £150,000 for sprinkler maintenance. The indicative timetable is PSQ issue on 25 September 2026, tender issue to shortlisted bidders on 16 November 2026, responses by 8 January 2027, award on 16 March 2027 and mobilisation from 30 April to 30 September 2027, with contracts expected to start on 1 October 2027 and run to 30 September 2031. Supplier feedback is requested by 14 August 2026, with a provisional Meet the Buyer event on 25 August 2026.

The work is likely to suit specialist fire-protection contractors able to deliver planned and reactive servicing, maintenance and installation across multiple housing locations. Relevant capability areas include sprinkler systems, fire alarms, automatic opening vents, extinguishers, dry and wet risers, fire blankets and evacuation alarms, together with the ability to support fire risk assessment actions. Suppliers should prepare for a framework and subsequent call-offs, including the possibility of work for other public contracting authorities. The proposed split could suit businesses focused exclusively on sprinklers as well as broader fire-servicing providers. Contractors with established operational capacity across London and the South-East, experienced in housing or other occupied buildings, are well placed to contribute to the market engagement and shape the eventual requirements.

Fire Servicing Framework - Market Engagement/Meet the Buyer Event NHG is seeking feedback on its proposal to appoint expert contractors to a closed framework agreement on fire servicing matters. This feedback will be used to develop our lot strategy, choice of procedure under the new Procurement Act 2023, as well as conditions of participation and award criteria. This is via a Microsoft Forms survey and a meet the buyer event where NHG will present its proposed strategy to attendees, with Q&A. The framework will support NHGs own FRA actions and includes maintenance, servicing and potentially installation of, but not limited to sprinklers, fire alarms, AOVS, fire extinguishers, dry risers, wet risers, fire blankets, evacuation alarms. The framework will be divided into two lots; -The first comprising solely sprinkler related works and services, and -A second comprising all other fire servicing related works and services. It is expected that NHG will immediately enter into call-off contracts. More detail about how to get involved can be found in the engagement section of this notice. For the avoidance of doubt, any department or team within NHG may call off from any lot. The framework may also be used by other contracting authorities. NHG cannot give any guarantees that instructions totalling this value will in fact be called off from this framework. Equally, the total value may increase, either if NHG's own requirements increase unexpectedly or if the framework is used by other contracting authorities as noted above. NHG expects the value of call-off contracts let by NHG under this framework to be circa PS1m p/a per general fire servicing contract, and PS150,000 p/a for sprinkler maintenance.
