Summary of the contracting process

Public Services Delivery Scotland intends to procure hard facilities management services for its directly managed buildings across mainland Scotland. The requirement covers building-installation repair and maintenance, including electrical and mechanical systems, water installations and treatment, hot-water boilers, plumbing, fire doors and fire-suppression systems. This procurement is at the planning stage: the buyer has announced an intention to procure but has not issued an invitation to tender. The buyer expects the contract to commence on 1 April 2027, with an estimated annual value of £1.3 million. A future notice is expected on 30 September 2026. The requirement may be divided into multiple lots, but the final lot structure will be decided before the tender stage. The planned service will require monthly completion of reporting and compliance requirements across all directly managed buildings. Businesses are invited at this planning stage to express interest by completing the relevant green cells in the Property & Services Form for each managed building and returning it to the procurement team.

Lot 1

Public Services Delivery (PSD) Scotland is seeking to establish a Hard Facilities contract commencing on 1 April 2027. The estimated annual value of the contract is 1.3 million GBP. PSD Scotland requires the delivery of a fully compliant Hard FM technical service for our sites across mainland Scotland, including full integration with the PSD Scotland CAFM system and the completion of all reporting and compliance requirements on a monthly basis across all directly managed buildings. The Hard FM services may be divided into lots, with the final structure to be determined before the tender stage. A list of PSD Scotland managed buildings and the required services is provided in the 'Property & Services Form' document.
