Summary of the contracting process

Invest Northern Ireland is preparing a services framework for technical consultancy on energy and resource efficiency. The framework would support assignments for businesses across Northern Ireland, covering advice on energy management, energy efficiency, renewable energy, environmental management, waste and water pollution, transport systems, engineering and construction, monitoring and control, and related business or technology systems. The scope also includes areas such as solar energy, wind generation, heating and ventilation, enterprise resource planning, waste analysis, packaging and transport services. Construction and Procurement Delivery’s Supplies and Services Division is managing the procurement on behalf of Northern Ireland public sector organisations, with Invest Northern Ireland as the buyer. Work would be delivered in Northern Ireland.

This is a pre-market engagement and planning exercise, not an invitation to tender. Invest Northern Ireland expects to use a competitive tendering procedure to establish a framework of suppliers. The planned framework has one lot and is intended to run from 1 October 2027 to 30 September 2031. The published estimated value is £1 gross, including VAT, although the engagement is being used to assess potential future contracts and their value. Suppliers wishing to contribute to the market engagement are expected to submit the questionnaire through eTendersNI by 15:00 on 20 August 2026. The framework is above the relevant threshold. Feedback is sought on proposed changes, market interest, potential costs and best practice before the tender is issued.

The future framework is likely to suit specialist consultancies and multidisciplinary firms able to advise Northern Ireland businesses on improving energy and resource efficiency. Relevant capability areas include energy audits and management, energy-efficient systems, renewable generation, heating and ventilation, environmental management, waste and water pollution, transport systems, engineering, construction and monitoring. Firms with expertise in environmental quality control, waste analysis, packaging, business consultancy or related software and systems may also find the proposed scope relevant. This is particularly suited to suppliers able to deliver varied technical advisory assignments rather than a single product or installation. Businesses can use the engagement to comment on the proposed service model, costs and good practice, and prepare for the expected competitive tender.

Invest Northern Ireland is currently preparing to initiate a competitive tendering procedure to establish a Framework of suppliers to deliver Energy and Resource Efficiency Technical Consultancy assignments to Northern Ireland businesses. Prior to initiating the competitive tendering process Invest NI wishes to establish the level of market interest in participating in the procurement process and to obtain some feedback on some changes under consideration prior to issuing the tender as well as potential costs and best practices. The potential scale and scope of this service is such that it offers a significant opportunity to bidders. This exercise is being used to determine the potential for any possible future contracts and their estimated value. This market sounding does not guarantee the commencement of a commercial competition resulting in monetary income or future outlay. **PLEASE NOTE: ALL COMPLETED QUESTIONNAIRES MUST BE SUBMITTED VIA THE MESSAGING FUNCTION on eTendersNI, BEFORE 15:00 on the 20th August 2026.
