Summary of the contracting process

Pembrokeshire Coast National Park is seeking a range of competent contractors for its Nature Recovery Framework, with Barcud Shared Services assisting with the procurement. The framework covers planned and responsive grounds and environmental maintenance across Pembrokeshire. Work is divided across fencing removal and installation; treatment of invasive non-native species; vegetation management at sites and along paths; tree work; ecology surveys, assessments and training; kit bridges; gates, stiles and signposts; path and bridleway grading and surfacing; machinery servicing and repairs; and timber procurement. The requirement includes forestry, arboriculture, horticulture, landscaping, environmental consultancy, conservation, minor construction, signage, machinery maintenance and timber supply. It suits businesses able to deliver one or more specialist environmental, land-management, infrastructure or supply activities in Pembrokeshire.

The procurement has reached tender: the buyer invited offers through an open procedure. It is an open framework with up to 54 participants, using call-offs with and without reopening competition. The enquiry deadline is 4 September 2026 at 17:00; offers are due by 11 September 2026 at 12:00, with award decisions due by 25 September 2026 at 23:59. The initial framework period is 26 October 2026 to 25 October 2029, with provision to continue to 25 October 2034. The overall estimated value is £458,333.33 excluding VAT, or £550,000 gross. Lot gross values are: fencing £48,500; invasive species £68,900; site vegetation £50,800; path vegetation £42,400; tree work £24,500; ecology £72,500; kit bridges £36,500; gates, stiles and signposts £36,500; plant work £36,500; machinery maintenance £48,400; timber £84,500. Evaluation is 40% price and 60% quality.

The framework is suitable for SMEs and voluntary, community and social enterprises, and allows focused suppliers to compete for relevant lots rather than providing every service. Strong applicants will have demonstrable previous experience in their chosen field and the operational capability to deliver planned and responsive work safely across Pembrokeshire. Quality assessment covers contract delivery, health, safety and environmental risk management, sustainability, and previous experience. Businesses should be prepared to evidence suitable quality-management, health-and-safety, sustainability and environmental, equality-and-diversity, and UK data-protection arrangements. Specialist capability may include invasive-species control, ecological surveying and training, arboriculture, vegetation clearance, fencing, footpath infrastructure, bridge or sign installation, machinery repair, or compliant timber supply. Timber suppliers should note that the FSC requirement for the timber lot was removed.
