Heart Academies Trust is developing a managed employee vehicle salary sacrifice service for organisations across the UK. The service is expected to cover vehicle supply, leasing and administration, with a primary customer base in the education sector, including schools, academies, multi-academy trusts, colleges and universities. It may also be available to the wider UK public sector. The scope includes motor vehicles, fleet management, repair and maintenance, financial leasing, motor insurance, and related personnel and payroll services. Delivery will take place across the United Kingdom. The arrangement is intended to support employee access to vehicles, including electric and ultra-low-emission models, through a centrally managed framework.

This procurement is at the planning stage: the buyer has announced an intention to develop a framework and has not invited tenders. Preliminary market engagement is planned, with questionnaires, presentations, demonstrations and discussion sessions intended to inform the procurement strategy, framework structure, specification and evaluation approach. Suppliers are expected to be able to engage by 30 September 2026. The planned framework is expected to run from 1 April 2027 to 31 March 2031. Its estimated value is £250 million excluding VAT, or £300 million including VAT, and it is above the relevant threshold. The procurement is planned as a single lot, with a framework agreement approach.
