Summary of the contracting process

Network Rail Infrastructure Limited is planning a national Remote Condition Monitoring Platform, known as RADAR 3, for railway infrastructure. The service will modernise and consolidate remote monitoring of asset health, condition and performance, supporting proactive maintenance and intervention instead of manual, inspection-led approaches. The requirement is expected to cover an examinations system application, including software licences, support and minor configuration. The buyer is seeking market information on enterprise-scale IoT, industrial data, asset condition monitoring and alarm-management platforms. Relevant functionality includes data ingestion, real-time historian services, alarm and alert management, asset configuration, visualisation, event replay, analytics, GIS and enterprise asset-management integration, and open application programming interfaces. Delivery is intended across the United Kingdom, supporting national-scale railway operations and future Great British Railways interoperability.

This procurement is at the planning stage and the buyer is conducting preliminary market engagement rather than inviting tenders. Network Rail expects to use an open-market exercise under the Competitive Flexible Procedure established by the Procurement Act 2023. The planned procurement is above the applicable threshold and is classified as a utilities services requirement. It is currently structured as one lot. The anticipated contract period is from 3 January 2028 to 31 January 2033. The buyer expects the next notice to be published on 3 May 2027. For the current market engagement, suppliers are asked to return the requested information by 17:00 GMT on 16 October 2026, using the specified response template and supporting documents. Responses will inform the procurement and will not constitute bids.

The planned requirement is likely to suit suppliers with proven enterprise technology for remote condition monitoring, industrial Internet of Things data and railway or other critical national infrastructure environments. Strong candidates will be able to demonstrate scalable platforms and managed services covering high-volume data ingestion, real-time historians, alarms, visualisation, analytics, event replay and asset configuration. Experience integrating geographic information systems, enterprise asset-management systems and open APIs will be relevant, as will the ability to support complex legacy estates and parallel systems. Network Rail is also seeking views on implementation and migration approaches, operating and support models, commercial structures, cost drivers, innovation and future interoperability. Suppliers should be prepared to explain capability, resilience, national-scale deployment and how their solutions could support a long-term Great British Railways operating model.

Network Rail owns and runs Britain's rail infrastructure and is committed to providing a world-class network for train companies, freight operators and for passengers. Network Rail maintains, manages and improves every aspect of the infrastructure. Successfully planning and delivering maintenance, enhancements and renewals works to the infrastructure is the key to running a safe, reliable and efficient railway, serving customers and communities. Network Rail is seeking information from the market to support the next evolution of its Remote Condition Monitoring capability, currently known as RADAR. Remote Condition Monitoring is a strategic asset-management capability that enables Network Rail to monitor the health, condition and performance of railway assets remotely, supporting a shift from manual, inspection-led maintenance towards proactive, insight-led intervention. The current RADAR capability has evolved over more than 25 years and is business critical, but the wider estate includes legacy and alternative systems operating in parallel, creating complexity, cost, integration and resilience challenges. The future platform, referred to as RADAR 3, is intended to consolidate and modernise this capability, support national-scale asset condition monitoring, and provide a foundation that can scale into the future Great British Railways operating model. This procurement will be undertaken as an open market exercise using the Competitive Flexible Procedure under the Procurement Act 2023 (PA23), with the objective of procuring an Examinations system application comprising licences, support, and minor configuration. The purpose of this PME is to engage with the supply base and request information relating to platform, software and managed service capabilities available in the market for large-scale, enterprise Remote Condition Monitoring. Specifically, this RFI will look to address the following areas: * Identify existing large-scale IoT, industrial data, asset condition monitoring and alarm management platforms available in the market * Understand the functional and technical capabilities available for data ingestion, real-time historian services, alarm and alert management, asset configuration, visualisation, event replay, analytics, GIS/EAM integration and open API access * Identify indicative commercial models, implementation approaches, operating models, support arrangements and cost drivers for candidate solutions * Identify additional capabilities, delivery considerations, migration approaches and innovation opportunities that Network Rail may not yet have considered, including future Great British Railways interoperability requirements Please note that any content received via response to this RFI will be used purely for information purposes only and will not be deemed as forming part of any proposed bid now, or any potential future tender.
