Summary of the contracting process

Caerphilly County Borough Council intends to establish a framework for hiring and buying operated and non-operated plant, equipment and tools. The scope covers annual, seasonal, ad hoc and long-term requirements, including front wheeled loaders and similar machinery. Equipment and services may support construction, building, highways and engineering, traffic management, winter maintenance, ground maintenance and other general maintenance. The framework may include plant supplied with operators, as well as equipment without operators, and purchases as well as hire. The range also covers road-maintenance vehicles and equipment, traffic-control and signalling equipment, generators, pumps, trailers, cranes, mowers, hand tools, cabins, portable buildings, chemical toilets, refuse skips and large containers. Delivery will be to locations across participating authorities in South Wales, as specified when orders are placed.

This procurement is at the planning stage: the council has stated its intention to procure, but has not yet invited tenders. It expects to use an above-threshold open procedure to establish a framework agreement, with one planned lot. The estimated value is £8,000,000 excluding VAT, or £9,600,000 including VAT. The planned contract period is from 1 May 2027 to 30 April 2030, with renewal provisions allowing the arrangement to run until 30 April 2032. The buyer expects the next notice to be published on 29 January 2027. The framework is intended to cover orders placed by participating authorities for the plant, equipment, tools and related hire or purchase requirements described in the scope.

This will suit plant-hire companies, equipment suppliers, specialist machinery dealers and contractors able to provide operated or non-operated equipment across a broad range of public-sector maintenance activities. Relevant capability includes supplying and supporting construction and civil-engineering machinery, highways and road-maintenance equipment, winter-service plant, grounds-maintenance machinery, traffic-management equipment, lifting equipment, generators, pumps, trailers and site facilities. Businesses with established access to diverse fleets, plant operators and replacement equipment should be well placed when the framework reaches the market. Suppliers may also benefit from offering both short-term and longer-term hire, seasonal capacity and equipment sales. The opportunity is explicitly identified as suitable for small and medium-sized enterprises, including firms that can cover a defined specialist area or work through delivery partnerships.

Notice Description

The purpose of this framework agreement is to cover for the provision of annual, seasonal, ad hoc, and long term plant and equipment hire requirements and the purchase of plant and equipment (such as but not limited to Front Wheeled Loaders etc). Hire and purchase encompasses the following service areas "Construction", "Building", "Highways and Engineering", "Traffic Management", "Winter Maintenance", "Ground Maintenance" and "Other General Maintenance" with and without operators. Delivery of the plant and equipment will be at locations throughout the named participating Authorities, unless otherwise stated by them. This will be specified at the time of order.
