Summary of the contracting process

Caerphilly County Borough Council, working with Professional Learning and Leadership Education Wales, is procuring a professional learning partner for a national Relational Practice (Trauma Informed) programme. The service covers designing and delivering the programme, developing learning resources and engaging stakeholders. Its purpose is to help practitioners across Wales embed trauma-informed, relationship-centred approaches in their settings and organisations, supporting safer, more inclusive and effective learning environments and better outcomes for children and young people, particularly those affected by adversity, trauma, exclusion or disadvantage. This is a services opportunity covering education and training, publications and writing support (CPV 80000000, 22120000 and 92312211). Delivery is required across Wales, making it relevant to organisations with national reach or the ability to work with practitioners throughout the country.

The procurement has reached tender: the buyer invited offers through an open Competitive Flexible Procedure. It has one lot and uses two evaluation stages. Compliance is pass/fail, followed by quality worth 50% and price worth 10%; the three highest-scoring compliant tenderers progress to a Microsoft Teams interview worth 40%, with the highest overall score awarded the contract. Enquiries close at 12:00 on 8 October 2026 and tenders are due by 12:00 on 23 October 2026. The evaluation and award period ends on 20 November 2026. The contract is scheduled to run from 7 December 2026 to 31 March 2029. Its estimated value is £1,200,000 excluding VAT, or £1,500,000 including VAT. Additional related services may be commissioned subject to need, funding and the contract terms.

This opportunity suits professional learning, education and training providers able to design and deliver a coherent national programme on relational and trauma-informed practice. Strong candidates will be able to develop practical resources, engage stakeholders and support practitioners to apply shared language and approaches within different settings and organisations across Wales. The requirement is particularly relevant to organisations with experience of improving learning environments and outcomes for children and young people, including those affected by adversity, trauma, exclusion or disadvantage. The buyer has identified the opportunity as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Responses may be submitted electronically in English or Welsh, and shortlisted suppliers must be able to present and validate their proposed solution in a Microsoft Teams interview.
