Summary of the contracting process

South Western Ambulance Service NHS Foundation Trust is procuring a single-supplier framework for the supply and delivery of workshop consumables and associated goods used to maintain, repair and keep ambulance fleet vehicles operational. The range includes workshop chemicals, cleaners, degreasers, maintenance products, vehicle parts and accessories, tools, work gloves, specialist chemicals, greases and lubricants, batteries, fasteners and electrical materials. The arrangement is intended for South Western, South East Coast, London, East of England and South Central ambulance services, covering their workshop locations across the participating service areas. The procurement is for goods, with vehicle parts and accessories as the principal classification. South Western Ambulance Service is acting for the Southern Ambulance Services Collaborative.

The procurement has reached tender: the buyer invited offers through an open procedure. It is one lot and will establish a single-supplier closed framework, with no reopening of competition. The tender and clarification-question deadline is 5 November 2026 at 12:00 UTC. The award decision is due by 14 December 2026 at 23:59:59 UTC. The framework contract period is 1 February 2027 to 31 January 2031. Its estimated value is £2,033,333.33 excluding VAT, or £2,440,000 including VAT. Bids are evaluated on quality at 50%, social value at 10% and commercial considerations, including price, at 40%. The arrangement is above the relevant threshold and is covered by the GPA.

This opportunity suits suppliers able to provide a broad, standardised range of consumables and associated products for ambulance vehicle workshops, and to deliver reliably to multiple NHS ambulance trusts and workshop locations over a four-year framework period. Relevant capability includes sourcing and supplying maintenance chemicals, cleaners, degreasers, lubricants, batteries, electrical materials, fasteners, tools, gloves, vehicle parts and related workshop goods. Suppliers should be able to manage a single-customer framework arrangement serving several participating ambulance organisations, maintain consistent product availability and support operational fleet maintenance. The requirement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Responses must be submitted electronically in English through the Atamis e-tendering portal.
