Summary of the contracting process

Arc Property Services Partnership Limited intends to procure a single-supplier service contract to maintain security systems across its managed property portfolio and projects, including properties managed for Nottinghamshire County Council. The work covers planned servicing and preventative maintenance, reactive repairs, fault rectification and round-the-clock emergency breakdown response. Systems include CCTV, access control and electronic door entry. The scope may also include inspections, testing, certification and reporting, plus installation, replacement or upgrades for maintenance, construction and refurbishment projects. The premises are primarily in Nottinghamshire, Derbyshire, Leicestershire and South Yorkshire. This is specialist security systems maintenance and installation work for public-sector buildings, combining ongoing service delivery with the ability to undertake project-related works.

The process is at planning: the buyer is conducting voluntary preliminary market engagement before starting a formal procurement. It expects to use the Competitive Flexible Procedure, with a selection stage followed by an invitation to tender, subject to change after engagement and approvals. The anticipated contract start is April 2027; the lot dates give a start of 1 May 2027 and an initial end of 31 March 2029, with extension options potentially taking the term to 31 March 2033. The estimated value is £1 million excluding VAT (£1.2 million including VAT). The buyer plans to seek market feedback on contract structure, 24/7 emergency provision, standards and certifications, supply-chain resilience, engineer availability and SME access. The engagement milestone is scheduled for 11 October 2026; a future procurement notice is anticipated by 18 October 2026.

The work is suited to security-system specialists able to service and repair CCTV, access-control and electronic door-entry equipment in public-sector environments. Suppliers should consider whether they can provide skilled engineers and resilient supply chains, including capacity for emergency response at any time of day, every day of the year, alongside planned maintenance and project installation or replacement work. Requirements under consideration include Central Digital Platform registration, suitable employers’, public liability and professional indemnity insurance, and health and safety accreditation such as CHAS or equivalent SSIP certification. The buyer is also considering ECA membership, NICEIC registration or equivalent, and third-party system certification from a UKAS-accredited body, such as NSI Gold, SSAIB or NSI Systems Silver. Enhanced DBS clearance may be required for site staff. The buyer confirms expectations around Real Living Wage, social value and carbon reduction, and welcomes SME and regional supplier input.
