Summary of the contracting process

Milton Keynes City Council intends to procure a fully managed, turnkey service using redeployable average-speed cameras to support road safety intelligence. The system would monitor vehicle movements between defined points and calculate average speeds across road sections. The supplier would also provide an experienced team to interpret the results and turn them into clear, actionable intelligence for the Council. The service is expected to be collaborative and adaptable as Council requirements change. This is a traffic-monitoring service, combining camera technology, data analysis and operational support. The planned work is for Milton Keynes City Council; the procurement information does not identify particular roads or delivery sites within the area.

The process is at planning and the Council is conducting market engagement to assess supplier capability and shape its procurement strategy; this is not an invitation to tender or a competition. The Council expects to review expressions of interest submitted by 16 October 2026 and expects a further notice by 2 November 2026. Any subsequent procurement would have an anticipated contract period from 1 December 2026 to 31 May 2027. The estimated value is £80,000 excluding VAT (£96,000 including VAT). There is one lot, indicated as suitable for small and medium-sized enterprises. Depending on the market assessment, the Council may pursue a competitive process or consider a direct award if it finds only one capable supplier; it also reserves the right not to proceed.

This engagement is relevant to suppliers able to deliver managed roadside monitoring and redeployable camera systems, particularly those with experience in highways services, point-to-point vehicle monitoring, and traffic or speed studies. The Council is seeking evidence of the ability to analyse data and intelligence, maintain equipment, and gather evidence and information. Responses should demonstrate a credible approach to mobilisation, contract management, dedicated service-team support, operational contacts and deployment management. The Council also wants to understand technical methods, system accuracy and validation, technical support and maintenance, fault escalation, reporting, regular service reviews, compliance, redeployment planning and continuous improvement. Suppliers with the operational capacity to provide an adaptable, end-to-end service and an experienced team to interpret monitoring results will be well placed to show they can meet the requirement. Participation in this market assessment does not guarantee an invitation to a later competition or a contract.
