Summary of the contracting process

North Lanarkshire Council is seeking a single contractor to inspect, maintain and repair physical education and school sport equipment, outdoor play equipment and fitness-suite equipment. The requirement covers sports and gymnasium equipment and playground equipment, including associated safety education services. The work is for the Council’s education settings and facilities in North Lanarkshire. This is a service contract for equipment inspection, maintenance and repair (CPV 50000000).

The Council invited offers through an open procedure to establish a single-supplier framework agreement. The tender submission deadline was 30 October 2026 at 12:00 UTC. The anticipated initial contract period runs from 5 January 2027 to 4 January 2029, with options for two further 12-month extensions, taking the possible end date to 4 January 2031. The framework has a maximum value of £400,000 excluding VAT. Evaluation is weighted 60% on quality and 40% on price. Bids had to be submitted electronically in English; variants were not permitted. The ITT pack sets out the detailed requirements, performance conditions and community benefit requirements. Exclusion grounds under Scottish procurement regulations may apply.

This opportunity suits suppliers with the capability to inspect, maintain and repair a varied range of school physical education, sports, playground and fitness equipment, and to provide any related safety education services. A single contractor must be able to cover the Council’s requirement across North Lanarkshire, making breadth of technical expertise, reliable operational capacity and effective service coordination relevant. Quality carries greater weight than price in evaluation, so suppliers should be prepared to demonstrate how they will deliver the required service and meet the performance conditions. The contract includes community benefit requirements and a subcontracting clause, details of which are set out in the ITT pack. Suppliers should check the pack for the full specification and participation requirements.
