Notice Description
The Council is seeking to establish a multi-supplier Highways Framework Agreement to support the delivery of highway maintenance, improvement, construction, specialist services, materials supply, plant hire and associated activities across the highway network and related infrastructure. The Framework will provide a compliant and flexible route to market for planned and reactive works and services and will be divided into the following 11 lots: Lot 1 - Road Markings & High Friction Surfacing Lot 2 - Road Restraint Systems Lot 3 - Temporary Traffic Management Lot 4 - Traffic Signals Lot 5 - Multi-Disciplined Lot 6 - Carriageway Maintenance Lot 7 - Carriageway and Footway Surface Treatments Lot 8 - Hire of Equipment (with/without Operators) Lot 9 - Haulage with Driver Lot 10 - Supply of Asphalt Lot 11 - Highways Resource Support The Framework has an estimated core value of PS71,550,000 million Ex VAT over its full term. In anticipation of Local Government Reorganisation (LGR), the Council reserves the right to vary the scope, value and volume of services procured through the Framework. Should additional requirements arise as a result of LGR, the total estimated Framework value may increase to a maximum of PS107,325,000 million EX VAT. Stage 1 - Invitation to Participate This will be the PSQ stage that suppliers complete such as their economic and financial standing and their technical/ professional ability. The Council will also ask scored and weighted questions to arrive at a shortlist of a maximum four highest scoring suppliers for each lot to take to Stage 2. Stage 2 - Invitation to Submit Final Tenders Suppliers successful from Stage 1 will be invited to submit their tenders which will consist of their pricing, quality and social value methodologies. The values attributed to individual lots are indicative only and do not represent any guarantee of expenditure. Actual spend may vary between lots depending on operational requirements, available funding and any changes arising from LGR. Call-off contracts may include highway maintenance works, specialist highway services, traffic management, supply of materials, plant and equipment hire, haulage services and resource support. Requirements may range from small-scale reactive works to larger planned maintenance and capital improvement schemes. Appointment to the Framework does not guarantee any minimum value or volume of work. Call-off contracts may be awarded by direct award and/or further competition in accordance with the Framework terms and procurement documents.
Lot Information
Road Markings & High Friction Surfacing
Supply and installation of Road Markings, High Friction Surfacing and Road Studs. The core value of this lot is PS950,000 EX VAT over the 4 year term. The value plus any options (LGR) is PS1,425,000.00 over the 4 year term.
Options: Local Government Reorganisation The Contracting Authority has identified Local Government Reorganisation ("LGR") as a potential future event which may affect the delivery and/or administration of the Services during the Contract Term. LGR may result in changes to local government structures, administrative boundaries, functions, responsibilities, service delivery arrangements or the identity of the organisation responsible for the Services The Contract may therefore require modification as a consequence of LGR. Where permitted by the Procurement Act 2023, such modifications may include consequential changes to the scope, geographical coverage, volumes, service requirements, governance and reporting arrangements, and/or arrangements for the transfer of responsibility for the Services to a successor or reorganised local authority. Any modification will be limited to changes permitted under the Procurement Act 2023, including where applicable Schedule 8, and will not change the overall nature of the Contract. Temporary Traffic ManagementProvision of temporary traffic management for works and other third parties The core value of this lot is PS800,000 EX VAT over the 4 year term. The value plus any options (LGR) is PS1,200,000.00 over the 4 year term.

Multi-DisciplinedMulti-disciplinary highway works across Derby including improvement schemes, junction improvement schemes, road safety schemes, city centre improvements, maintenance and improvement of structures and drainage schemes. The contracts will cover construction activities but may also include design works. The core value of this lot is PS20,000,000 EX VAT over the 4 year term. The value plus any options (LGR) is PS30,000,000 over the 4 year term.

Carriageway MaintenanceUndertake carriageway maintenance to include planning, carriageway and footway surfacing, kerbing and ironworks. The core value of this lot is PS24,000,000 EX VAT over the 4 year term. The value plus any options (LGR) is PS36,000,000 EX VAT over the 4 year term.

Hire of Equipment (with/without Operators)Provide various handheld tools, self-drive plant and equipment, and operated equipment to complement existing Client workforces under the supervision of The Client's workforce. The core value of this lot is PS2,600,000 EX VAT over the 4 year term. The value plus any options (LGR) is PS3,900,000 EX VAT over the 4 year term.
