Summary of the contracting process

The Government Commercial Agency intends to establish a framework for technology products and associated services for public sector buyers across the United Kingdom. It is expected to cover off-the-shelf hardware, including laptops, phones, tablets, computers, peripherals, printers, servers, storage, networking and security equipment, as well as assistive technology and technology-enabled care products. Software may include commercial or open-source products and licences. Associated work could include design, implementation, installation, support, maintenance, service desk, training, project management, security and asset management, leasing, recycling, disposal and data cleansing. Hardware may be supplied new or refurbished and purchased outright, leased, provided as a service or through a utility model. The scope is intended to support sustainability, carbon net zero and circular IT objectives.

The procurement is at planning stage: the buyer has set out its intention to procure, but this is not an invitation to tender. The expected arrangement is a framework agreement. The buyer anticipates publishing the next notice by 31 January 2027. The planned contract period is 1 July 2027 to 1 August 2031. The estimated value is £20 billion excluding VAT (£24 billion including VAT). The procurement is currently described as a single lot. Its scope is still to be finalised following market engagement. Engagement began in October 2025, with supplier events, customer discussions and webinars; further sessions took place in December 2025, January 2026 and April. The buyer has not yet set out an evaluation basis or participation requirements.

The planned framework could suit technology manufacturers, distributors, software vendors, IT service providers, systems integrators, support and maintenance specialists, leasing businesses, and firms providing recycling, refurbishment or secure disposal. Suppliers may be relevant through a single product area, such as end-user devices, infrastructure hardware, software or assistive technology, or through a broader offer combining products with implementation and ongoing services. The buyer has indicated an interest in new and refurbished equipment, flexible purchasing and delivery models, and services that extend product life or support responsible end-of-life handling. Sustainability, carbon net zero and circular IT are stated objectives, so suppliers able to align their products and service models with these aims may be well placed. Market engagement has included SMEs, making early preparation relevant to businesses of different sizes.

Link: https://www.findtender.service.gov.uk/Notice/082326-2025 This framework will allow the purchase of off the Shelf (CotS) Hardware (Technology Products), Software, and the required Associated Services: For Hardware this may be: Laptops, Mobiles, Tablets, desktop computers,smartphones, all peripherals, monitors, printers, scanners, radio frequency identification equipment and human interface devices, etc collectively broadly described as End User Computing; Servers, storage, switches, hubs, routers, back up devices, high performance computing, cloud linkage infrastructure, networking or security related hardware etc broadly described as Infrastructure Hardware Multifunction devices (MFD) such as print devices, as well as mobile devices such as smartphones, tablets, dongles and Wireless Routers (MiFi) and accessories. Assistive Technology or Technology Enabled Care: These products leverage various technologies to enhance safety, convenience, communication, and health management within a home environment. Hardware can be purchased in combination, outright, delivered as a service, leased, or as a utility model but will all be considered physical devices. The hardware offering will align to Carbon Net Zero, Sustainability and Circular IT objectives with the framework providing the ability to provide new or refurbished devices. For Software this may be: Software including but not limited to; commercial off the shelf software (COTS), open source software software licences. Software can be purchased full box or under subscription. Associated Services Are typically in conjunction with or in the support of hardware and software and could be; design,implementation, end user support, continuation of associated services, support and maintenance, build, imaging, warranty, service desk, installation, project management, training, leasing, security management, asset management, network infrastructure management, device as a service, recycling, disposal, data cleansing etc. Recycling services and extended / non OEM support will be available as part of this to extend life or ensure optimal disposal aligned to CNZ, Sustainability and circular IT objectives. Scope will be finalised after market engagement.
