Summary of the contracting process

Jisc is arranging access for its member institutions to ProQuest Archives, a collection of historical parliamentary papers, periodicals and books, alongside The Vogue Archive. The resources include 18th-, 19th- and 20th-century House of Commons Parliamentary Papers; British Periodicals Collections I and II; Periodicals Archive Online: Jisc Collections Selections; and Early European Books, Parts 1–4. Access is provided through the publisher’s server at preferential rates. This is a subscription and information service for members’ educational and research use, not for Jisc’s own use. The framework covers eligible organisations across England, Wales, Scotland and Northern Ireland, including higher and further education institutions, research bodies, specialist colleges, multi-academy trusts and relevant education consortia.

The procurement is complete and ProQuest LLC was selected as the supplier. The gross awarded value is £205,173. The contract period runs from 1 November 2026 to 31 October 2029, with the award dated 7 October 2026. Jisc used a direct award below the threshold, without competition, on the basis that ProQuest holds the intellectual property rights and is the sole supplier of this unique resource. The arrangement is a framework agreement with one lot, marked as suitable for SMEs. Eligible Jisc member institutions and specified education and research organisations can use it; consortium members qualify through membership. The award covers access to the archives, with delivery across the United Kingdom.

This award demonstrates demand from Jisc’s education and research members for subscription access to specialist digital archives, including historical parliamentary papers, periodicals and books. A credible supplier for a comparable requirement would need to control or be authorised to license the relevant content, provide dependable online access through a publisher platform, and offer collection-level coverage suited to higher and further education and research users. The award was made to the rights-holder as the sole supplier of a unique resource, so content ownership and exclusive licensing rights were decisive capabilities here. Suppliers should also be able to serve a distributed membership across the UK through a framework arrangement and support eligible institutions and consortia. The procurement gives a clear indication of the buyer’s route and the scale of a multi-year archive-access service.
