Summary of the contracting process

East Midlands Education Trust (EMET), a multi-academy trust, intends to procure a modern HR and payroll system. The planned solution is expected to provide a range of functionality for the trust and its employees, supporting around 2,200 users. The requirement combines HR and payroll software with related time accounting, transaction processing and business intelligence capabilities, as well as payroll management services. Delivery is in the United Kingdom. EMET is undertaking preliminary market engagement to learn about available systems, their capabilities and development, and to refine its requirements before deciding its procurement strategy and shaping a possible tender specification.

This is at the planning stage: EMET has not issued an invitation to tender, and suppliers are being asked to contribute to market engagement rather than submit bids. The trust expects a contract period from September 2027 to August 2030, with a possible extension to August 2032. The stated estimated value is £1.2 million gross. EMET plans to gather information through an online form and may speak directly with suppliers or arrange system demonstrations; participation is voluntary. The engagement is scheduled to run until 18 December 2026. The trust has not yet settled its procurement strategy: it may use a compliant framework agreement if that offers best value. The market engagement will help it assess costs, route to market and requirements.

This preparatory engagement is most relevant to HR and payroll software providers able to offer an integrated solution for a multi-academy trust of around 2,200 users. Suppliers with relevant time accounting, transaction processing and business intelligence functions, and the capacity to provide payroll management services, can help EMET understand the market and shape its future specification. The trust is looking to learn about system capabilities and development, refine what it needs, assess the cost of solutions and identify a route to market that delivers value for the trust and its employees. Suppliers able to explain how their systems address the needs of a large education organisation, and to present or demonstrate their solutions, are well placed to contribute. There is no bid to prepare at this stage.
