LHC Procurement Group Limited (LHCPG) is procuring the Refurbishment and Modernisation Scotland Framework Agreement (RM4S) on behalf of the Scottish Procurement Alliance (SPA). Any Micro and Small Enterprise Reserved Allocation forms part of, and is not additional to, that maximum. LHCPG will first identify the 10 highest-ranked Qualifying Bidders. Where the applicable allocation is already achieved within those positions, the 10 highest-ranked Qualifying Bidders will be appointed without adjustment. Where it is not achieved, the highest-ranked remaining qualifying Micro Enterprises or Small Enterprises will be included as necessary, replacing the lowest-ranked selected Bidders not required to satisfy the allocation. Any unfilled allocation will revert to the general ranking. The Framework will not operate a reserve list. The Framework is structured to support participation from organisations of different sizes and capabilities through its Workstreams, value bands, regional areas and applicable Micro and Small Enterprise Reserved Allocations. RM4S is intended to support the delivery of high-quality and compliant solutions, sustainable supply chains, environmental improvement, social value, community benefits, Fair Work and proportionate innovation.
