Summary of the contracting process

LHC Procurement Group, acting for the Scottish Procurement Alliance, is establishing a Scotland-wide framework for refurbishment and modernisation of residential and non-residential buildings. Its 16 workstreams cover painting and decorating; electrical works; kitchens and bathrooms; accessibility adaptations; damp and mould remediation; external works and grounds maintenance; stonework; reactive repairs and maintenance; multi-disciplinary projects; and supply-only kitchens. The scope ranges from individual trade packages and product supply to coordinated building improvement and maintenance. Work can be undertaken in North Eastern Scotland, the Highlands and Islands, Eastern Scotland, West Central Scotland and Southern Scotland. The framework is intended for use by eligible Scottish public bodies, including councils, housing providers, NHS bodies, educational establishments and other publicly funded organisations. This is construction and building maintenance work, with kitchen supply also included.

The buyer invited tenders through the open procedure under the Procurement Act 2023. Bids were to be submitted electronically. Clarification questions were due by 20 November 2026 at 17:00, and tenders by 11 December 2026 at 12:00. The framework is scheduled to run from 25 February 2027 to 24 February 2031, with up to two optional 12-month extensions. Its estimated maximum value over up to six years is £900 million excluding VAT (£1.08 billion including VAT); this is not guaranteed spend. Bidders may apply for any number of lots and regions. The buyer may appoint up to 10 suppliers per lot and region, subject to sufficient qualifying bids. Evaluation gives quality, including technical, regional and social value responses, 70% and price 30%.

The framework offers routes for specialist trades, product suppliers and multi-disciplinary contractors, with lots and regional areas intended to accommodate suppliers of different sizes and capabilities. SMEs are explicitly considered suitable across many lots, and micro and small enterprise allocations may apply within the appointment limit. Suppliers need to demonstrate relevant technical and professional ability, experience, capacity, resources, systems and competence for each lot and region they bid for. Economic and financial standing is assessed separately for each lot, with turnover thresholds and financial evidence requirements varying by lot and supplier route. Selection is pass or fail; required registrations, accreditations, certifications and evidence also vary by lot. Quality responses should address technical delivery, regional capability, social value and community benefits. Appointed suppliers must monitor and report performance, potentially including quality, safety, environmental outcomes, employment, apprenticeships and Fair Work. A 2.5% levy applies to payments under call-off contracts.

Refurbishment and Modernisation (RM4S) - Scotland Framework Agreement

Notice Description

LHC Procurement Group Limited (LHCPG) is procuring the Refurbishment and Modernisation Scotland Framework Agreement (RM4S) on behalf of the Scottish Procurement Alliance (SPA). LHCPG is acting as the Contracting Authority and central purchasing body for this procurement. The Framework is being procured solely for use in Scotland and will provide eligible public sector organisations with a compliant and flexible route for the delivery of refurbishment, improvement, repair, maintenance and modernisation works, goods and associated services across residential and non-residential buildings. The procurement is being conducted using the Open Procedure in accordance with the Procurement Act 2023 and the Procurement Regulations 2024. When awarding Call-Off Contracts, eligible Clients and Partners must also comply with the Framework Agreement, the applicable Call-Off procedure and any other procurement legislation applicable to them. RM4S builds upon the existing Refurbishment and Modernisation (RM3) Framework and has been developed following market engagement with suppliers and public sector organisations. Feedback received through that engagement has informed the scope, Workstreams, Lot structure, value bands and regional arrangements. The Framework comprises the following Workstreams and Lots: Painting and Decorating Electrical Works, from zero to 500k Electrical Works, 500k and above Kitchens and Bathrooms, from zero to 500k Kitchens and Bathrooms, 500k to 2m Kitchens and Bathrooms, 2m and above Aids and Adaptations Damp and Mould Remediation Environmental and External Works, External Works Environmental and External Works, Grounds Maintenance Stoneworks Reactive Repairs and Maintenance Multi-Disciplinary Works, from zero to 750k Multi-Disciplinary Works, 750k to 2.5m Multi-Disciplinary Works, 2.5m and above Kitchens (Supply only) Each Lot is divided into five regional areas covering North Eastern Scotland, Highlands and Islands, Eastern Scotland, West Central Scotland and Southern Scotland. Bidders may apply for one or more Lots and regional areas in accordance with the Procurement Documents. Subject to there being sufficient Qualifying Bidders, LHCPG will appoint no more than 10 Appointed Companies for each Lot and regional area. Any Micro and Small Enterprise Reserved Allocation forms part of, and is not additional to, that maximum. LHCPG will first identify the 10 highest-ranked Qualifying Bidders. Where the applicable allocation is already achieved within those positions, the 10 highest-ranked Qualifying Bidders will be appointed without adjustment. Where it is not achieved, the highest-ranked remaining qualifying Micro Enterprises or Small Enterprises will be included as necessary, replacing the lowest-ranked selected Bidders not required to satisfy the allocation. Any unfilled allocation will revert to the general ranking. The Framework will not operate a reserve list. The Framework is structured to support participation from organisations of different sizes and capabilities through its Workstreams, value bands, regional areas and applicable Micro and Small Enterprise Reserved Allocations. All Bidders will remain subject to the same published qualification, compliance, quality, evaluation and appointment requirements. RM4S is intended to support the delivery of high-quality and compliant solutions, sustainable supply chains, environmental improvement, social value, community benefits, Fair Work and proportionate innovation. Detailed technical requirements, eligibility provisions, award criteria, appointment methodology and Call-Off procedures are set out in the Procurement Documents.
