Summary of the contracting process

Coleg Sir Gar is seeking a complete mobile immersive learning vehicle for use across college locations and other suitable sites. The accessible vehicle, expected to be around 3.5 tonnes, must combine audio, visual, sensory and interactive technology to recreate realistic environments and scenarios. It is intended primarily to support learners with Additional Learning Needs, while also serving the wider curriculum. The requirement covers the vehicle and its conversion, accessibility adaptations, technology, installation, integration and commissioning, together with staff training, maintenance and support. This is a combined vehicle, technology and software supply. Suppliers may bid individually or work in partnerships or with subcontractors, provided responsibility for the integrated solution and its continuing support is clear. Delivery is in the United Kingdom.

Coleg Sir Gar invited offers through an open, accelerated competitive tender. The enquiry deadline was 9 November 2026 and the bid deadline was 16 November 2026; the expected award decision date was 23 November 2026. The contract period is scheduled from 23 November 2026 to 31 March 2027. The estimated value is £280,000 excluding VAT (£336,000 including VAT). There is one lot, and small and medium-sized businesses are considered suitable. Evaluation gives quality 70% and price 30%. Quality covers vehicle design, accessibility, immersive technology, educational functionality, delivery and technical integration, training, warranty, support, sustainability and community benefits. Price assessment covers purchase, maintenance, warranty, support, licences and upgrades. Technical selection requirements are set out in the tender documents.

This opportunity suits suppliers able to provide and integrate accessible vehicle conversion with immersive audio-visual, sensory and interactive systems. Relevant capabilities include adapting a vehicle for accessibility, designing realistic learning scenarios, integrating hardware and software, installing and commissioning the finished solution, and training college staff. Suppliers also need to be able to maintain and support the system after handover, including warranty provision and any licences or upgrades in their offer. The College recognises that the work may require several specialisms, so vehicle conversion firms, technology providers and accessibility specialists can combine their expertise through a partnership or subcontracting arrangement. A bid needs to show clear accountability for the complete solution and its ongoing support. Educational functionality, sustainability and community benefits form part of the quality assessment, alongside technical delivery.

CSGCC2627/200 - Design, Supply and Installation of an Accessible Immersive Learning Vehicle

Notice Description

The College is seeking to purchase a mobile immersive learning vehicle to provide a flexible and innovative experiential learning environment. The requirement is expected to be based around an accessible vehicle of approximately 3.5 tonnes, capable of travelling between college locations and other suitable sites. The vehicle will incorporate immersive audio, visual, sensory and interactive technology to recreate realistic environments and scenarios. The solution will primarily support learners with Additional Learning Needs (ALN), while also providing opportunities for use across the wider College curriculum. The College is seeking a complete, fully operational solution, including the vehicle, conversion, accessibility adaptations, immersive technology, installation, integration, commissioning, staff training and ongoing maintenance and support. The College recognises that delivering this requirement may involve several specialist organisations. Bids are therefore welcomed from individual suppliers, partnerships or suppliers working with subcontractors, provided there is clear responsibility and accountability for the delivery, integration and ongoing support of the complete solution.

Planning Information

Preliminary market engagement was undertaken to gain a better understanding of the specialist market, available technologies and potential delivery options for the immersive learning vehicle. Discussions with suppliers helped identify the technical requirements, potential challenges and the need for collaboration between vehicle conversion specialists, and technology providers and accessibility specialists. The engagement also helped inform the specification, delivery arrangements and procurement approach, ensuring the College's requirements were realistic and achievable within the available budget and timescales. The information gathered was used to develop the tender documentation. Participation in the engagement does not provide any supplier with an advantage in the subsequent competitive tender process
