Summary of the contracting process

Derbyshire Dales District Council sought contractors for planned, responsive and emergency repairs and maintenance to its non-residential buildings and related infrastructure. The properties include the Town Hall, depot facilities, sports pavilions, public conveniences, park buildings, a bus station and cattle market, as well as car parks, private roads and public realm. Most buildings are traditional, with some timber park buildings and listed heritage structures; work may include minor improvements. The contract is divided into electrical and mechanical maintenance, and suppliers may bid for either or both. Delivery is across the Derbyshire Dales District Council area. Mechanical work may also cover air-source heat pumps added through the council’s decarbonisation programme.

The council invited tenders through an open procedure. The enquiry deadline was 13 November 2026 at 14:00, and the tender submission deadline was 30 November 2026 at 12:00. The contract was scheduled to run from 1 March 2027 to 28 February 2029, with an option to extend by three years in annual increments, subject to performance and business needs. The estimated value is £800,000 excluding VAT (£960,000 including VAT): £500,000 excluding VAT for electrical and £300,000 excluding VAT for mechanical work. Each lot is assessed 60% on price and 40% on quality, covering delivery approach, staffing, response to call-outs, health and safety, contract management, sustainability and social value.

The opportunity is marked as suitable for small and medium-sized businesses, and suppliers can pursue one trade or both. Electrical bidders need relevant experience and contract examples, and registration with NICEIC or an equivalent organisation. Mechanical bidders need relevant experience and contract examples, and Gas Safe registration or equivalent accreditation. Both lots require bidders to meet conditions covering economic and financial standing, insurance, quality management, modern slavery, equality and human rights, employment tribunal and discrimination matters, and environmental legislation. Suppliers should be equipped to deliver planned preventative maintenance alongside responsive repairs, including emergency call-outs, and to demonstrate sound staffing, health and safety, risk management, business continuity and contract performance arrangements. The work spans a varied public estate, including traditional and heritage buildings, park structures and infrastructure.
