Summary of the contracting process

Sellafield Limited is planning to procure network and communications services for its estate in Warrington and Cumbria. The scope covers external connections to networks and data centres, including internet, satellite and voice links; local and wireless networks; data-centre networking and managed wide-area networks; and shared infrastructure such as addressing, routing, load balancing and time services. It also includes network access control and security, enterprise voice services from VoIP and contact centres to plant-critical telephony, and standalone broadband and telephone services. The supplier is expected to operate and maintain network services, including a network operations centre, and may provide projects, hardware, software and management of third-party contracts. The work spans corporate, operational technology and business-critical applications. It is network services (CPV 32400000).

This is at the planning and preliminary market engagement stage: Sellafield is seeking supplier feedback through a Request for Information to test market capability and capacity, validate or refine requirements, and shape its procurement strategy. The buyer expects to run a competitive call-off under the Network Services 4 framework, using its internet connectivity, local connectivity, and voice and unified communications lots. It anticipates launching the competition in July 2027. The planned contract period runs from 1 July 2028 to 30 June 2035. The estimated value is £75 million excluding VAT (£90 million including VAT). Suppliers wishing to provide feedback are asked to submit it through Atamis by 12 November 2026 at 23:59 GMT; this is the engagement response deadline, not a tender deadline. No award criteria are set out at this stage.

This future requirement is suited to established network service providers able to deliver and integrate connectivity, data, voice and security services across a large, complex estate. Relevant capabilities include MPLS, data-centre interconnects, internet and satellite connectivity; LAN, wireless and managed WAN; network routing, security, traffic management and application delivery; and resilient shared infrastructure. Suppliers should be able to provide enterprise telephony, including VoIP, analogue, contact-centre and plant-critical services, alongside broadband and standalone voice services. The scope also favours providers with the operational capacity to run a network operations centre and handle administration, planning, integration, maintenance and service management. The buyer is also considering project delivery, supply of hardware and software, and management or replacement of third-party contracts. Its market engagement is intended to understand suppliers’ capabilities and capacity; detailed qualifications and accreditations are not yet set out.
