Summary of the contracting process

Daventry Town Council is preparing a future environmental services procurement covering council-maintained sites in Daventry. The expected work combines grounds and landscape maintenance, including grass cutting across 247 acres, hedges, planting, floral displays and weed control; tree inspections and works; maintenance of ponds, streams, ditches and sustainable drainage systems; and cemetery grounds and burial operations. It also covers cleansing open spaces and specified town-centre areas, including litter and fly-tip removal, public toilet cleaning and opening, litter and dog-waste bins, support for Daventry markets, and inspection and minor maintenance of play equipment. The supplier or suppliers will also be responsible for disposing of waste generated by the services. The Council is considering whether to procure this as one contract, separate packages or individual lots.

This process is at preliminary market engagement and planning stage, not an invitation to tender. The Council is seeking supplier views through a questionnaire on how the services might be packaged, possible contract structures and other considerations, to shape the scope, commercial model and procurement strategy. Responses to the questionnaire are expected by 20 November 2026; this is an engagement response date, not a tender deadline. The Council is considering a five-year contract from 1 May 2028 to 30 April 2033, with possible extension to 30 April 2036. The stated estimated value is £9,317,760 including VAT. No procurement procedure, bid evaluation criteria or participation requirements have yet been set out.

The engagement is relevant to suppliers able to deliver one or more of the service areas, since the Council is considering a single contract, separate packages or individual lots. Potentially well-placed businesses include grounds and landscape contractors, arboriculture providers, watercourse maintenance firms, cemetery and burial operators, environmental cleansing and waste-removal companies, public toilet service providers, market support contractors, and play-equipment inspection and maintenance specialists. The breadth of services may also suit a lead contractor able to coordinate several operational disciplines and manage waste disposal, as well as specialist suppliers interested in a defined package. The Council is seeking market insight on supplier capability, capacity and interest, and on workable service packaging and commercial structures. Tree inspection work is expected to involve an ArbCert tree inspector. No other accreditation or qualification requirements are stated at this planning stage.
