Summary of the contracting process

The Spencer Academies Trust is buying Microsoft licensing and support services to manage its Microsoft licensing estate. The work covers Microsoft 365 A3 and A5 licences, licence and subscription administration, renewals, compliance support, billing, reporting and licensing advice, together with ongoing support throughout the contract. Suppliers must price four alternatives: A3 or A5 licensing and support for either three or five years; the Trust will choose one option and award one contract. The service supports the Trust’s changing organisational requirements, including changes in pupil numbers, staffing and service needs. Delivery is across the United Kingdom, covering England, and the buyer is based in Nottingham.

The Trust invited suppliers to submit complete tenders through a single-stage competitive flexible procedure. Responses were to be emailed as PDFs using the supplied response template. Clarification requests were due by 09 November 2026 at 07:00, and tenders by 23 November 2026 at 13:00; an award decision was expected by 30 November 2026. The contract period runs from 1 January 2027 to 31 December 2031. The estimated value is £1,000,000 excluding VAT (£1,200,000 including VAT). There is one lot, with options to buy additional licences and subscriptions. All four licence and term price alternatives will be assessed, and the Trust may award any one. Price carries 80% of the score, service delivery 10%, social value 5% and added value 5%.

This requirement suits suppliers able to supply and administer Microsoft 365 A3 and A5 licences while providing continuing support across a sizeable academy trust. Relevant strengths include managing subscriptions and renewals, maintaining licensing compliance, handling billing and reporting, and advising on the Trust’s licensing needs. Suppliers should be able to support changes in licence demand as pupil numbers, staffing levels or service requirements change, and to sustain service across the contract period. Small and medium-sized businesses are expressly considered suitable. Tenderers needed to price both licence types against both three- and five-year service terms, giving the Trust alternatives to evaluate. The award places most weight on price, while service delivery, social value and added value together account for the remaining assessment.
