Summary of the contracting process

Cwm Taf Morgannwg University Health Board is buying refurbishment and construction works to replace the dental suction infrastructure and surgery waste pipework serving the Dental Teaching Unit at Leith House, Porth. The work includes replacing underfloor suction services; arranging removal and refitting of four dental chairs; associated building, mechanical and electrical work; new floor finishes and decoration; commissioning; and making good. The facility will remain operational during the works, which support the continued delivery of dental training and education. The contractor will take responsibility for the project as Principal Contractor and coordinate delivery and specialist subcontractors. The work is in Porth, Wales. It is a single-supplier contract for construction work, including installation of dental equipment.

The buyer invited tenders through an open competition under the Procurement Act 2023. The enquiry deadline was 20 November 2026 at 12:00, and the submission deadline was 30 November 2026 at 13:00; submissions were to be made electronically through the appointed e-procurement portal. The contract period is scheduled to run from 11 January to 31 March 2027, with an option to extend until 31 May 2027. The estimated value is £80,000 excluding VAT (£96,000 including VAT). There is one lot. Evaluation weights are 60% commercial, 30% technical and 10% social value. Selection requirements are set out in the tender documents.

This opportunity is suited to small and medium-sized contractors with experience delivering building and mechanical and electrical refurbishment in occupied healthcare or educational premises. Suppliers need the capability to replace dental suction and waste pipework and coordinate the removal and reinstallation of dental chairs, specialist subcontractors, commissioning, certification and handover. The contractor must be able to act as Principal Contractor under the Construction (Design and Management) Regulations 2015 and manage health and safety, infection prevention and control, stakeholder communication and programme delivery. Careful sequencing is important: the dental facility will continue to operate, so work must minimise disruption to staff, patients, students and other building users. The six-week construction programme calls for effective coordination and delivery within a compact period.
